Keeping an eye on Asia
Trying to catch up on my Asia reading, as things are heating up there:
- The Japanese scrambled jets last week in response to a Russian violation of airspace over the Kuril Islands.
- China has been pressuring North Korea not to conduct an announced nuclear test.
- Tokyo is complaining that Chinese radar “locked on” to Japanese ships, a step generally associated with initiating an attack, in the East China Sea (where the two countries dispute sovereignty over the Senkaku/Daioyu islands).
The smart money is still betting that China and Japan won’t go to war over uninhabited islands that Japan administers but China claims. There have been recent rumblings of a possible accord between Russia and Japan on the Kurils. It is of course welcome that China should restrain its North Korean friends from defying the UN Security Council again with another nuclear test. It is unclear whether Beijing will succeed.
The US Navy, facing budget and reducing its presence in the Middle East, has found a useful “hegemon” and bully in China. In the mist of preparations for the Quadrennial Defense Review, naval advocates would like to regain at least some of the budget momentum they lost when Mitt Romney–a strong naval advocate–was defeated for the presidency.
But that doesn’t mean the needs are not real. America’s ships are vulnerable, even to Iranian never mind Chinese cruise and other missiles. Washington has a lot of obligations in Asia: to Japan, to Taiwan, the Philippines, to South Korea. It also has some relatively new friends to oblige: Vietnam and Burma in particular. It is not going to be easy to meet all the needs in a severely constrained budget environment.
Those who complain about US inattention to Syria, Libya, Afghanistan and even the Balkans need to remember how many other commitments need to be fulfilled. Asia represents an important slice of the future of world economic growth. It also represents a serious risk of armed conflict on a scale that would have global consequences. We may not all be able to pivot to Asia, but we should keep an eye on it.
And I just realized: I am in Asia today, in Antalya, Turkey. Maybe that’s why my eyes have turned east, though the East I am writing about here lies thousands of miles away. Here’s the scenery from my hotel room:

With the drawdown of international forces from Afghanistan in 2014, Central Asia will cease to be a region of pressing strategic focus in U.S. global strategy. Both the Bush and Obama administrations have attempted to end the threat posed by Iran’s nuclear program. Most outside parties fear the implications of Iran growing closer to a real nuclear weapons capability, including how security is calculated throughout the Middle East. The prospect of an Iranian bomb is so daunting that several countries-including the United States-have indicated a willingness to use military action to set back the Iranian effort, and the consequences of such a strike could themselves shake the foundations of diplomatic and security relationships throughout the Middle East.

All signs point to 2013 being a year of decision on Iran. In particular, the Obama administration must crystallize its diplomatic and military options for confronting the challenge, which includes making the president’s “prevention” threat credible in the absence of clear redlines and addressing concerns that a pivot to Asia could leave America militarily exposed in a confrontation.
To help U.S. policymakers prepare for the weighty choices that will emerge in the coming weeks and months, The Washington Institute will release a new report assessing the diplomatic, military, and broader strategic response to Tehran’s nuclear activities.

Afghanistan’s economic transition
Laurentina Cizza reports:
“Transformational development” is not something we generally associate with Afghanistan. Yet that was the term Alex Thier, Assistant to the Administrator and Director of the Office of Afghanistan and Pakistan Affairs at USAID, used to describe Afghan social and economic development over the past decade.
Thier opened the Center for American Progress panel on “Afghanistan’s Economic Transition,” which focused on the role of the US and the international community in the transition toward a sustainable political outcome that safeguards its development progress. The panel, composed of the former Afghan Ambassador to the US Said Jawad and Clare Lockhart, Co-Founder and CEO, Institute for State Effectiveness, concluded that to help safeguard Afghan stability, the US and it’s allies should shape economic assistance to reduce dependence on foreign aid and foster a sustainable, private-sector led economy.
Thier’s keynote speech made three main points:
1) US and allies’ investments in Afghan civilians fostered tremendous development in a mere ten years.
Since 2001 Afghanistan’s GDP increased ten-fold from $2 billion to $20 billion. Although poverty in Afghanistan still runs deep, this rise in GDP brought the country’s per capita income up from $100 a year to $600 a year. Ten years ago life expectancy in Afghanistan averaged about 42 years, one of the lowest ranking countries in the world. Any form of basic health care could reach a mere 6% of the population. In this past decade, life expectancy rose 15 to 20 years and investment in low-cost distributive health care increased access ten-fold, now reaching 64% of Afghans.
Education also underwent a transformation. In 2002, a mere 900,000 boys attended school. Today, of the 8 million children that attend school, 37% are girls.
2) Maintaining these gains is critical for the future stability of Afghanistan.
Although flaws permeate the political, economic, and educational systems, millions of Afghans are now stakeholders in a government responsible for the successful delivery of many services. A USAID fragility analysis found that abrupt interruption of global resources to Afghanistan would increase the risk of a return to conflict by 15%. Although politics and security remain more decisive factors in Afghanistan’s stability, economic growth plays a fundamental role as Afghans attain unprecedented degrees of agency.
3) USAID today has changed its investment strategies to amplify the impact and sustainability of its efforts.
USAID’s new approach involves three main tenets: promoting economic growth with a strong emphasis on agriculture, maintenance of the gains made in the past decade, and developing Afghan capacity to sustain these gains. However, the “how” trumps the “what” in this new investment approach. Thier emphasized USAID’s focus on cost-effectiveness and accountability.
Today, the Afghan government delivers 50% of USAID development resources. Agreements like the Tokyo Mutual Accountability Framework hammer out the details of what Afghans and the international community must continue delivering to keep the investment and aid forthcoming. USAID programs like the Accountable Assistance for Afghanistan Initiative vet partners and limit subcontracting to ensure US taxpayer dollars don’t go to waste. This investment strategy aims to create a path for Afghanistan, alleviating the uncertainty the country faces in 2014 and beyond.
Jawad’s overall message was simple: the Afghans need assurance. Assurance that 2014 will not represent an abrupt break. Uncertainty more than insecurity represents Afghans’ more immediate fear. Reducing dependence on foreign aid and transitioning toward a private sector led economy should be the priority.
Lockhart insisted that the paradigm in Afghanistan should shift from aid to development. Although US support will remain critical, the World Bank and the Asian Development Bank will take on increasingly critical roles. She warned that getting the right design for aid is of fundamental importance. Continued investment in human capital that helps the private and social sectors get on their feet is crucial for creating an environment that doesn’t drive citizens to destabilize the state.
Development cannot be forced, and Afghans must want it more than we do. Afghan ownership of the challenge is the only path toward endogenous growth. Our role now is to re-assure Afghans that the world will not abandon them come 2014.
Should the US save Syria?
While the situation in Syria worsens and the death-toll rises, there is no consensus in Washington on whether the US should intervene to put an end to the Syrian humanitarian crisis. The McCain Institute this week launched its “Debate and Decision Series” by gathering four experts on the Middle East and US foreign policy to debate “Should the United States Save Syria?”
The “yes camp,” which supported US intervention, included Robert Kagan and Leon Wieseltier. The “no camp,” which believed US intervention would be a grave mistake, included Joshua Landis and Aaron David Miller. CNN’s Elise Labott moderated and Senator McCain’s offered a short introduction, reiterating his belief that the Syria crisis will strong affect the region.
The “Yes Camp”:
Robert Kagan, Senior Fellow at Brookings’ Center on Foreign Policy, member of the Foreign Affairs Policy Board of Secretary Clinton, and a regular columnist for the Washington Post, underscored the importance of the Syrian crisis to the US. While past US interventions were motivated either by strategic interests or on humanitarian grounds, Syria is a place where strategic interests and humanitarian purposes converge. If the US does not intervene, the cost will be very high since new threats to US national security will emerge. Failed states have become breeding grounds for terrorism:
the consequence to us [the American people], directly, of Syria becoming a failed state has huge costs.
Leon Wiesletier, the editor of The New Republic, said the US cannot afford Obama’s policy of transforming the US into a “non-internationalist state.” Not only does the Syrian crisis involve US responsibility to end a deep humanitarian crisis, but lack of intervention will also put US values into question. In strategic terms,
there could be no bigger strategic blow to Iran and its allies than the overthrow of the Assad regime.
The US should intervene to overthrow of the Assad regime and stop the genocide, prevent the jihadists from winning, and arm the secular opposition.
The “No Camp”:
Joshua Landis, Director of the Center for Middle East Studies at the University of Oklahoma and a frequent blogger on the Syrian crisis, strongly opposed US intervention on several grounds:
- America should not involve itself in what has become an ethnic war since “a new ethnic balance is taking place in the Middle East,” and it should not “pick winners especially in ethnic wars;”
- Only Syrians can save Syria from radicalization. The US failed in Iraq and Afghanistan when it tried to nation-build in those countries;
- If the US intervenes and then leaves, as in previous cases, the situation will just get messier;
- Decapitating the Assad regime now would destabilize Syria; it is not clear that earlier intervention would have avoided the current difficulties.
Aaron David Miller, former negotiator and advisor on Middle East issues in the Department of State under several administrations, said the US must realize that it cannot do everything and that it will be incapable of managing intervention in Syria. He highlighted the risks of getting itself in a crisis that might not end as planned:
there is a correlation between our miscalculated adventures and our own broken-house.
If Washington intervenes to ensure that a pro-US government emerges in Syria, this will delegitimize the new regime. The Arab Spring is legitimate because it is controlled by the Arabs themselves. Besides, Aaron said,
so much blood has flowed that it is impossible to think of a negotiated settlement now.
The Rebuttals and Conclusions:
Kagan found Landis’ argument that decapitating the Assad regime would “destabilize Syria” to be illogical since the situation is already unstable. He criticized the latter’s focus on US failures in Iraq and Afghanistan as a measure for future US failures. US history extends before 2001 and 2003; it has a “mixed record,” just as any great power does. Kagan rejected Landis’ claim that the ethnic nature of the conflict will inevitably mean American failure. US intervention in Bosnia has led to stability. Kagan claimed that doing something is better than nothing. The US should not wait till Assad deploys his chemical weapons against the Syrian people.
Wiesletier attacked Landis’ claim that the US should not get itself into a conflict that the Syrians should resolve by saying that “other powers are already in the middle:” Russia and Iran are already determining the outcome.
Landis rebutted the arguments of the “yes camp” by stating that contrary to Wiesletier’s claim that US intervention would prevent the jihadists and help advance the secular, pro-Western opposition, the US is incapable of placing whom it likes as the leaders of any new regime that will emerge. The Islamists are on top. The “Harvard-educated opposition” will not take the lead.
Masterful
Secretary of State-designate John Kerry was masterful today in his Senate Foreign Relations Committee confirmation hearing. It wasn’t so much the details of what he said, but the breadth and depth. This is a guy who really knows international affairs.
His prepared statement was notable for some high points: the emphasis on the importance of American economic health in determining the country’s role abroad, the clarity about preventing Iran from getting nuclear weapons and the vigor of his defense of the State Department budget. I would also note that John Kerry regards USAID, whose functions he mentioned but not its name, as an integral part of the State Department.
Then Kerry showed a lot of agility in dealing with not only the questions but also a demonstrator, expressing respect for her cries to be heard. He defended Secretary of Defense-designate Hagel’s views on getting rid of nuclear weapons, which he said was an aspiration for a world different from the one we live in today. He described his own changed view of Syria’s President Asad, whom he now hopes to see go soon.
He showed his clear commitment to maintaining the high priority Secretary Clinton has given to gender issues. He was non-committal on the Keystone pipeline, deferring to the official process under way. He was gentle with the Russians, citing their cooperation on particular issues (other than Syria). He was supportive of American anti-corruption and human rights efforts abroad. He showed he knows what is going on in Sudan’s Blue Nile and South Kordofan provinces. He parried accusations about Benghazi.
Of course part of the reason for this masterful performance is the attitude of the questioners, who showed enormous respect for their long-standing colleague. Gone was the idiot questioning of yesterday’s hearing with Secretary of State Clinton on the Benghazi murders. There was little “gotcha.” Certainly had the President nominated Susan Rice, who is far more combative, the tone if not the substance of the hearing would have been different. In a week’s time the Hagel hearing may be far more contentious, even if Hagel himself comes close to matching Kerry in knowledge and equanimity.
On Syria, Kerry advocated changing Bashar al Asad’s calculations, but he was unclear about the means to achieve that. He wants an orderly transition. The Russians appear willing, but differ on the timing and manner of Bashar’s departure. Kerry fears sectarian strife, implosion of the Syrian state and what they might mean for chemical weapons.
The Syrian opposition has not been ready to talk, Kerry said. In a sentence he struck–one of his few moments of hesitation in this long hearing–he started to say that we need to increase the ability of the opposition to do something unspecified. I’d sure like to know how that sentence was supposed to end: increase their ability to negotiate? increase their ability to strike the regime militarily? There’s a big difference. It sounded to me more like he wanted them to be more flexible on negotiations, but I’m not certain.
Kerry hit a lot of other subjects. On Afghanistan, he put his chips on a good April 2014 presidential election, which has to provide legitimacy to Karzai’s successor. Kerry wants “a metric” for stopping infiltration and attacks on Americans from Pakistani territory. He noted China is “all over” Africa (and America has to get into the game). Al Qaeda has dispersed at the urging of Osama bin Laden and is now a threat in the Arabian Peninsula and the Maghreb, where the solution is not only drone strikes but (unspecified) civilian efforts. We don’t like what Egyptian President Morsi says about Jews, but we need him to maintain the peace treaty with Israel. On Israel/Palestine, Kerry was cagey and refused to be drawn out, except to reiterate commitment to the two-state solution. The solution to climate change is energy policy, which will enable job growth. The “war on drugs” is ill-conceived. We need to do more on the demand side.

The holiday season has ended. Monday is particularly busy:
1. A Bleak Winter: Providing Needed Aid to Those Fleeing Conflict in Syria, Monday January 14, 9:30 AM – 11:00 AM, Migration Policy Institute

The humanitarian crisis in and around Syria is intensifying as more people are forced to flee their homes in the face of continuing violence. More than half a million Syrians have left the country, at least two million are internally displaced, and many more have seen their normal lives and livelihoods destroyed. As winter sets in, stocks of food and fuel are dwindling. The strain on neighboring countries is testing their ability to keep borders open to Syrian refugees and international assistance is not keeping up with the growing needs. No one seems to expect an early end to the displacement, even if the Assad regime falls in the near future.
A delegation of the International Rescue Committee (IRC) visited Jordan, Turkey, Lebanon, and Iraq in late November to discuss the humanitarian crisis with refugees, officials from host and donor governments, representatives of international humanitarian organizations and local nongovernmental agencies; and to get a firsthand look at the work of IRC partners and staff who are directly involved in providing assistance to the refugees and to Syrians trapped inside the country.
Please join MPI and IRC on January 14 to discuss the delegation’s report, augmented by the perspective of Dr. Al Khankan, representing the Syrian Expatriates Organization, an organization of Syrian professionals who are raising funds, sending critically needed supplies, and providing direct humanitarian assistance within Syria. Have they been affected by the “Arab Awakening?” A Kingdom’s Future: Saudi Arabia Through the Eyes of Its Twentysomethings explores the self-image of young Saudis and what they want when it comes to education, marriage, politics, religion, and personal liberties. It is based on research during Murphy’s three-year reporting tour in the kingdom, as well as scores of interviews while a public policy scholar at the Wilson Center.

5. The International Development Assistance Ecosystem of the U.S.: A Development and Foreign Policy Strategic Asset, Monday January 14, 3:00 PM – 5:00 PM, CSIS

Since the end of the Cold War, the method by which the United States delivers foreign aid to the developing world has changed considerably. During this time, as the U.S. Agency for International Development (USAID) saw large-scale staff reductions coupled with an increase in programs, a large base of U.S for-profit and nonprofit organizations grew up to implement projects and programs in the developing world. Although the budgetary situation reversed beginning in 2002, staffing levels at USAID remained low and a need to engage the U.S. implementer community continues. Concurrently, a broader discussion occurred over the effectiveness of development assistance by major donors. This effort, which resulted in the Paris Declaration of 2005 and later agreements at Accra in 2008 and Busan in 2011, enshrined the notion of country ownership—that the developing world must drive its priorities to ensure sustainability. The Obama administration launched its USAID Forward agenda to re-establish USAID as the premier development agency in the world. A central aspect of this agenda are reforms designed to reduce the Agency’s dependence on contracts, grants, and cooperative agreements with U.S. development implementers and shift to a greater use of government to government support and local organizations.
The report argues that the current U.S. ecosystem of international development assistance should be treated as a strategic asset that plays an important role in meeting U.S. national security and foreign policy objectives. As with all systems, it can and should be improved; however, it should be strengthened, not weakened. This system, while imperfect, delivers a level of accountability and transparency for the U.S. government that is vital to continued political support for foreign assistance. The development implementers must do more to evolve to meet the changing nature of how the U.S. government sees development and the broader trends in the field. However, there are significant risks associated with USAID’s proposed reforms, which, if fully implemented, may not achieve the results desired.

On January 14, 2011, Ben Ali was forced to leave Tunisia by a popular uprising commonly known as the Jasmine Revolution. This historic event triggered mass protests that would sweep the Arab world, forcing other longstanding authoritarian leaders from power and potentially transforming the region. Since that time, Tunisia has witnessed the country’s first free and fair elections, the emergence of new political parties and coalitions, and the many difficulties of maintaining stability amid an uncertain political transition. On the second anniversary of this historic moment, it is important to assess Tunisia’s progress in its difficult transition to democracy and examine the prospects and challenges that lie ahead.
