Partition won’t work
Yesterday Tom Ricks published at foreignpolicy.com a brief piece I wrote for him a couple of weeks ago on why partition of Iraq and Syria is a really bad idea. The basic reason is this: separation of ethnic or sectarian groups sounds good, but unless they agree on the lines of separation they will sooner or later fight over where to draw them. Agreements about lines of separation are rare. Czechs and Slovaks are the classic case. Far more often, the parties disagree.
Partition proposals don’t prevent war. They cause it.
This is especially true for Iraq and Syria.
In Iraq, there are substantial areas of relative homogeneity: most people who live in Kurdistan are Kurds, most who live in Anbar and large parts of Ninewa are Sunni, and most who live south of Baghdad are Shia. But that doesn’t mean they would agree on the lines of separation.
For Sunnis, especially for those who support restoration of the caliphate, Baghdad is vital, even though it now has a population that is majority Shia (and partly Kurd). Nor will Sunnis be pleased to see Shia walk off with the lion’s share of Iraq’s massive oil reserves, which lie in the south, or Kurds walk off with much of the rest, which lies in Kurdish-controlled Kirkuk and other so-called disputed territories. Anbar’s natural gas will be little comfort, as it will take years to develop it and build pipelines to ship it out. Partition of Iraq will lead to a war likely to last a decade or more, as Sunnis seek to recover territory they regard as their own. Any guess about which Sunnis, moderates or extremists, will lead that fight?
The situation is even more complicated in Syria, where the same degree of ethnic and sectarian separation does not exist. There are islands of minorities (Kurds, Druze, Christian, Shia and other) spread out in an arc of mostly Sunnis extending from the southern border with Jordan and Israel, through Damascus, Homs and Aleppo to the north and along the Turkish to the Iraqi border. Kurds are not concentrated in one area, and only one of the three areas where they live is contiguous with Iraqi Kurdistan. Alawites are concentrated in the west along the Mediterranean coast, where they are not the majority in many communities, and inland in Damascus, where they are also not the majority.
Division of Syria along ethnic and sectarian lines would therefore mean moving millions of people, in addition to the half of the population that has already been displaced. There is really no way to do that except by force.
Let’s say however that ISIS succeeds in continuing to dominate the Sunni-majority parts of eastern Syria and western Iraq. Should the international community accede to that and hope the jihadists can be contained? Fat chance. They would continue to fight at least for Damascus and Baghdad, which are the historic capitals of the caliphate. And in the meanwhile they would provide safe haven for international terrorists like Khorasan, the Al Qaeda affiliate embedded for now with Jabhat al Nusra, which has just reached an accommodation with the Islamic State.
But, you might ask, aren’t the existing borders artificial? Yes, they are, but it is instructive that they were not established by Sykes and Picot, who are usually cited as the culprits. The map they signed in 1916 had Mosul in the French zone (which is the ancestor of Syria), not the British (which is the ancestor of Iraq):

When ISIS captured Mosul, it was not destroying the Sykes/Picot division but restoring it, in part. The lines we attribute to Sykes and Picot today were drawn in 1923, by the Treaty of Lausanne, though Mosul’s fate was still uncertain (and was supposed to be determined by the League of Nations). But the British were already there and kept it.
The virtue of the existing lines is just that: they exist. Moving them necessarily creates winners and losers. If the losers are not happy with the result, they will fight. Partition won’t work.
The peace process is dead, for now
The Israeli Conflict: Has the US Failed? The panel assembled Wednesday at the Middle East Council’s Capitol Hill Conference leaned towards answering in the affirmative. Omar Kader, MEPC chairman, moderated a panel comprising former Ambassador Daniel Kurtzer, Foundation for Middle East Peace President Matthew Duss, Brookings Fellow Natan Sachs, and Yousef Munayyer, Executive Director of the Jerusalem Fund and The Palestine Center. Thomas Mattair, MEPC Executive Director was the discussant in a conversation addressing the US role – past and future – in the Middle East peace process.
Munayyer argued that the US has abjectly failed to resolve the conflict. If peace was the US objective in Gaza this summer, then it has failed. But Munayyer suggests that if US primary objectives were to preserve the free-flow of resources in the region while continuing to secure the survival of Israel, then US policy has in fact succeeded. He suggested that peace between Israel and Palestine is not a priority for the US government.
This position was too far for much of the rest of the panel. Daniel Kurtzer countered that regardless of whether US policy has been carried out intelligently or successfully, the peace process is of great importance to the national interest. Duss noted that there are great costs to US interests as the conflict runs on and on. Citizens of other nations – particularly those in the Middle East – have their opinions of the US and its policies shaped through this emotive issue. The conflict can make it much harder for leaders with sizable populations sympathizing with Palestine to work productively with US officials. Ongoing injustices – whether perceived or real – foment mistrust towards the US because of its support for the Israeli government and its inability to deliver on calls for peace. Groups like al-Qaeda draw recruits to fight against the US by playing on anger felt at its perceived role in the Israel-Palestine conflict. Beyond the obvious humanitarian and ethical reasons for peace, it is also of utmost importance to US policy.
So has the US failed? So far, it seems clear it has. Much of the onus for building peace is on the Israelis and Palestinians themselves, but there was also a feeling that success – and failure – is greatly influenced by US policy.
The US has failed the peace process, in Munayyer’s view, by allowing Israel to preserve its status quo, continuing to build settlements in the territories and reneging on its promises. The US has failed to use its leverage over Israel to comply with international law – instead using its leverage internationally to allow Israel to never have to acquiesce to the law. US attempts to discourage Palestine from using the preexisting international framework to address grievances has left the only option for resolution through the US – which he termed “Israel’s lawyer.” The US bias towards Israel makes it hard for Palestinians to gain anything from the peace process: for successful negotiations, both sides must gain more politically than they stand to lose.
Sachs and Duss agreed with this assessment. For the process to succeed, both actors must take difficult steps in order to move towards a lasting accord. Duss sees the US as having the power to help Israel take those difficult steps towards building a lasting peace. To do this US support must be absolute – but while providing support, the resolve to ensure those difficult steps are actually carried through must also be there. The presence of US support without the will to enforce policies that will lead to peace has led to a belief in some quarters in Israel that the current status quo is sustainable. But that will not lead to a lasting peace.
Kurtzer stressed that defining the goals and parameters of negotiations will be key. He feels recent US administrations have failed to decide on a strategy before initiating negotiations. There has also been a degree of naïvety. For example, he acknowledges ongoing settlements are a problem but points out that simply demanding that the Israeli Prime Minister freeze them will not work. If Netanyahu acquiesces, he will pay a political price in the Knesset. To achieve results on this demand – and others – the political payoff must offset the price to the leaders. Indeed – a sustainable process must include gains for both sides that outweigh the challenges they face.
The US tendency to settle for short-term fixes was also criticized. The last decade is littered with ceasefire agreements, but Kurtzer questions whether any further progress is made once the ceasefires are implemented. If only the proximate causes of violence are fixed, and not the root causes, then we will be fated to see further violence in the future. A commitment to more than just rebuilding must be made in the wake of the cessation of violence.
Equally important to Kurtzer is the importance of holding the parties accountable to their agreements and promises. If there are no consequences for bad behavior during negotiations, then violations will occur. Important as keeping both sides at the table is the legitimacy of the peace process, which is severely harmed by duplicity.
There have undoubtedly been failings in the US attempts to bring peace to Israel and Palestine, even if less egregious than the failures of the Palestinian and Israeli governments. But Sachs believes that now is not moment to consider who is at fault in the Gaza and beyond. As anger on both sides grows and the prevailing view in political circles in Israel moves further towards accepting the current status quo, now is the time to learn from previous failings, and to try again – before mistrust and hatred make any resolution impossible.

The project has led to common problem solving and peace building among cross-border communities, even in the midst of conflict. EcoPeace/Friends of the Earth Middle East has recently worked to create sister city partnerships between American cities and the partnering communities of the GWN project. These will build on the previous successes of GWN to create and empower a broad, international citizen coalition for peace in the region. The Wilson Center will host a discussion on environmental peace-building, the mutual benefits of cross-border cooperation in the midst of conflict, and the role of American citizen diplomats in Middle East grassroots peace-making. The event will feature presentations by the organizations involved in building these international partnerships and a panel discussion with mayors from Jordanian, Israeli, and Palestinian communities in the Lower Jordan Valley.

They are unarmed and impartial, and operate on principles of solidarity, humanity and impartiality. In the last six months, they have recorded more than 2,500 lives saved. The United States Institute of Peace, The Syria Campaign and the Syrian American Medical Society bring together two such rescuers, Raed Salah and Khaled Harah, to discuss the future of peacebuilding in Syria. They will be joined by Samer Attar, member of the Syrian American Medical Society. The panel will be moderated by Hind Kabawat, Senior Program officer, USIP.

Repeating Bush’s real mistake
Anyone still under the impression that the Obama Administration has laid out an adequate strategy to defeat what it prefers to call the Islamic State in Syria and the Levant (ISIL) need only read Secretary Kerry’s op/ed in this morning’s Boston Globe to be convinced otherwise. His formula for success is this:
- air attacks, no US boots in combat;
- reduce the flow of foreign fighters;
- cut off funding, initially by preventing oil sales and eventually by taking back the territory ISIL controls (thus preventing extortion and tax collection).
Missing here is any clear sense of how territory retaken from ISIL will be governed. It won’t matter how many countries join the coalition of the willing Secretary Kerry is building if that gap is not filled.
In Iraq, there is at least an implicit concept of post-conflict governance: a more inclusive government in Baghdad should allow the Sunni-populated areas now in ISIL control to govern themselves. That is the implication in particular of Prime Minister Abadi’s effort to organize National Guard forces on a provincial basis. But success will require far greater generosity in revenue and power sharing with the Sunnis than Abadi has so far shown.
Iraq’s Sunnis will not be easy to satisfy. Many continue to believe themselves more than 50% of the population (there is no evidence of this, and lots of evidence to the contrary) and prefer to rule in Baghdad rather than in the provinces. While arguing for democratic ideals, many Sunnis in Iraq are really dreaming of a restored but more benevolent dictatorship. Their Shia brethren are going to allow that.
In Syria, the Secretary’s concept is far more tenuous:
By degrading the Islamic State and providing training and arms to the moderates, we will promote conditions that can lead to a negotiated settlement that ends this conflict.
The problem is that the moderates are so weak after three years of battering by both Bashar al Assad’s regime and Islamic extremists that they are in no position to take much advantage of American air strikes. It will be months if not years of training and equipping before the Syrian Free Army and its allies can redress the imbalance and begin to govern in liberated areas. A negotiated outcome in Syria that meets the American goal of beginning a democratic transition is impossible without also beefing up the civilian Syrian Opposition Coalition, which will take time and money.
Without a serious answer to the question of how areas liberated from ISIL control will be governed, the air attacks risk creating a vacuum that extremists of one stripe or another will inhabit as a safe haven. They also risk spreading the cancer they are intended to cure. American military victories over the past decade did not end the threat but spread it: from Afghanistan to Pakistan and Yemen, from Iraq into Syria and back into Iraq, from Libya into Mali. Metastasis is the usual course for malignancy, not the exception.
The Obama administration wants to avoid what it regards as the Bush Administration’s mistake of using ground forces in Iraq and Afghanistan. But that was not the big mistake. We won both of those wars. What we lost was the peace that followed, by being unprepared for the vital statebuilding tasks that are required when defeating an insurgency.
ISIL is not just a small group of terrorists, as President Obama claims. A counter-terrorism strategy will not suffice. It is an insurgency that aims to collapse the state structures in Iraq, Syria, Lebanon and beyond. This insurgency cannot be defeated without replacing the governance it is now providing. That was where the Bush administration failed. It looks as if the Obama administration will repeat the mistake.

For the past 14 years, the U.S. Institute of Peace has been organizing programs to address zones of conflict from a religious perspective. This presentation will present some of the lessons learned from this effort. Speakers include David Smock, director of the Religion and Peacebuilding Center and vice-president, Governance, Law & Society; Palwasha Kakar, Senior Program Officer at the U.S. Institute of Peace; and Susan Hayward, Senior Program Officer focussing on conflict prevention, resolution, and reconciliation.

Joel Rayburn will discuss his book, Iraq After America: Strongmen, Sectarians, Resistance. In it, he notes that the authoritarianism, sectarianism, and Islamist resistance that dominate Iraq’s post-U.S. political order have created a toxic political and social brew, preventing Iraq’s political elite from resolving the fundamental roots of conflict that have wracked the country before and since 2003. Rayburn will examine key aspects of the US legacy in Iraq, analyzing what it means for the United States and others that, after more than a decade of conflict, Iraq’s communities have not yet found a way to live together in peace.

Violent extremism is a pressing issue today, affecting many regions and the wider global community, and efforts to counter such extremism require strategic and sensitive approaches. While civil society has an important role to play in countering extremism, religious actors are well positioned to address some of its root causes, particularly in areas in which extremism is couched in religious terms. Moderating the discussion is Georgia Holmer, Deputer Director, Rule of Law Center. She will be joined by H. E.
