- Farewell Kabul: From Afghanistan to a More Dangerous World | Monday, May 9th | 10:30-12:00 | Wilson Center | REGISTER TO ATTEND | Nearly 30 years ago, Christina Lamb left Britain to become a journalist in Pakistan. From there, she entered Afghanistan as mujahideen fighters were battling the Russians. In 2001, U.S.-led forces entered Afghanistan. Farewell Kabul tells how the West, in Lamb’s view, turned success into defeat—and how a mission that had once been seen as the right thing to do became a conflict that everyone wanted to exit. The book also grapples with a puzzling question: How did NATO, with 48 countries and 140,000 troops on the ground, fail to defeat a group of religious students and farmers? Since 2001, according to Lamb, the West has fought a war with its hands tied, committed too little too late, failed to understand local dynamics, and turned a blind eye as the Taliban enemy has been helped by Pakistan. In Afghanistan, Lamb has traveled from the caves of Tora Bora in the south to mountainous Kunar province in the east, and from Herat in the west to the impoverished province of Samangan in the north. Farewell Kabul illustrates the human cost of political failure but also argues that the short-sighted encouragement of jihadis to fight the Russians, followed by prosecution of ill-thought-out wars, has resulted in the spread of terrorism throughout the Islamic world.

- Turkey’s Syria Predicament | Wednesday, May 11th | 9:00-10:30 | Atlantic Council | REGISTER TO ATTEND | Were it not for Turkey, there would not be a serious armed insurgency in Syria. Turkey is also the opposition backer with the highest stakes in what exactly a post-Assad Syria will look like. Yet despite its demographic, economic, and military might, Turkey finds itself beset by enemies and deprived of reliable allies. The Syrian civil war now has Turkey battling the Kurdish Democratic Union Party (PYD), the Syrian regime, and the Islamic State (ISIS), directly or through Syrian proxies. The results are decidedly mixed. In a new Atlantic Council report, “Turkey’s Syria Predicament,” authors Faysal Itani and Aaron Stein argue Turkey’s strategy and policies have profoundly shaped the course of the war in Syria, but not always as Turkey intended. - Parliamentary Politics and Change in Burma | Wednesday, May 11th | 10:00-12:00 | Wilson Center | REGISTER TO ATTEND | Back in January 2011, the convening of a new parliament evoked little enthusiasm in the junta-run nation of Burma. Five years later, however, the legislature has arguably become one of the centers of Burma’s post-junta public life. Additionally, the resounding victory of Aung San Suu Kyi’s National League for Democracy (NLD) in the 2015 elections has rekindled hopes for major democratic transformations. However, Burma’s constitution remains heavily weighted toward the executive branch and provides the Burmese armed forces with key prerogatives. Where does this all leave Burma’s new parliament and, more broadly, what does it mean for the re-emerging legislative branch in a country long characterized by personalized politics, military interventions, and other top-down processes? On May 11, three scholars of contemporary Burma will discuss how the new NLD-led legislature may shape the country’s new politics. Drawing on three years of regular field research in and around Naypyitaw and his forthcoming book, Renaud Egreteau, Wilson Center Fellow, will review the record of Burma’s outgoing legislature and assess its performance, while also identifying weaknesses and constraints that will affect the NLD-led legislature. - Congo Blues: Scoring Kabila’s Governance | Thursday, May 12th | 9:30-11:00 | Atlantic Council | REGISTER TO ATTEND | Please join the Atlantic Council’s Africa Center on May 12th at 9:30 AM for the launch of Congo Blues: Scoring Kabila’s Governance. The study, authored by Pomona College professor Dr. Pierre Englebert, assesses the state of democracy, governance, and the rule of law under Congolese President Joseph Kabila. Despite being in power for fifteen years and the relative buoyant recent macroeconomic growth, Kabila has done little to improve the lives of most citizens of the Democratic Republic of Congo. At best, his tenure has been characterized by willful neglect, and, at worst, by adverse and bloody manipulation of the country’s political system. By tracing in detail the different modes of governance used by regime, Englebert makes the case that Kabila’s reliance on confusion, dithering, meaningless dialogue, absenteeism, theft, patronage, violence, and repression has effectively set the country back to the days when the country was ruled by the klepocratic dictatorship of Mobutu Sese Seko. What’s worse, Kabila doesn’t appear to be finished. Though constitutionally ineligible for a third term, he is now attempting to employ administrative technicalities to delay the election of his successor, scheduled for November 2016. These maneuverings are dangerous, and lay the groundwork for renewed civil unrest led by frustrated political opponents-with potentially catastrophic consequences for both the Congo and the broader Central African region. - Advancing Women in MENA: Should We Keep Trying? | Wednesday, May 4th | 2:00-4:00 | U.S. Institute of Peace | REGISTER TO ATTEND | Since its adoption in 2000, U.N. Security Council Resolution 1325 on Women, Peace and Security has inspired more than 50 member states to adopt National Action Plans to implement its provisions. Iraq in 2014 became the first country in the Middle East to adopt such a plan. Palestine approved its NAP in 2015. But insufficient public awareness and political buy-in and a shortage of targeted resources have stalled efforts elsewhere in the region and continue to hamper implementation even where advocates have succeeded in promoting the adoption of a plan. Hagel uncontrollable and unpredictable

On Wednesday, the Atlantic Council hosted a conversation with former Secretary of Defense Hagel. He detailed the policy issues and challenges that arose during his tenure as Secretary of Defense, discussed his relationship with the Obama Administration, and provided advice to US policymakers going forward. Fred Kempe, President and CEO, Atlantic Council, interviewed the Secretary and moderated the discussion.
Kempe began with some background about Hagel’s tenure as Secretary of Defense. He was the first Secretary of Defense in decades to face shrinking budgets at a time of increased demand for US military force. Sequester began on his third day in office. He also faced the Russian invasion of Crimea, the fight against ISIS, a difficult US-Egypt relationship, and the Iran negotiations.
Kempe asked Secretary Hagel to provide his thoughts on Iran’s capture and subsequent release of US sailors this week. Secretary Hagel said he doesn’t have the intelligence information he once had, but that the US is pleased with the sailors’ release. There will be an investigation of what happened and why. He strongly supported the nuclear negotiations with Iran. This incident put the deal in jeopardy, especially since the removal of sanctions commences this weekend. If the Iranians hadn’t released the sailors, they would have put sanctions relief in jeopardy.
Hagel described what he saw as a new world order developing now. We are witnessing the greatest diffusion of economic power in history combined with rapid demographic changes. The world order that the US and its allies built post-Word War II has done well; there has been no World War III or nuclear exchange. These alliances will become even more important in this century. As the world has progressed, more people have greater expectations regarding what their rights are.
The world is unpredictable. Leaders need to build margins into their planning. While the US is the most powerful nation on earth, we shouldn’t dictate or impose. Most Americans were born after World War II and expect an America that dominates in every way. But we’ve made big mistakes stemming from not paying attention to other cultures. American leadership is indispensable, but Americans must be humble about this. We can’t fix every problem, but countries do rely on American leadership to bring them together.
American leadership is essential for global stability. We should remain engaged, but not be afraid of other countries becoming successful. We need to adapt to the world’s shifting demographics without abandoning our values. We shouldn’t impose our specific brand of Western democracy on all countries. As Kissinger has said, we need to help countries develop their own democracies for their own contexts. The common threads of all democracies are dignity for all, freedom of initiative, and incentives for hard work and responsibility.

Kempe wanted Hagel to review his recent article in Foreign Policy in which he criticized the way he was treated by the Obama Administration. Hagel did not want to rehash everything he said in the article, but stated that all administrations try to dominate their cabinets. In this sense, the Obama Administration is no different from previous administrations, but each successive administration in recent years has tried to dominate more.
This is unhealthy because it undercuts governing. Governing is not the same as domination. Every institution requires the support of good people and those in charge need to trust these people and rely on them to govern with them. The two most important jobs in every administration are the National Security Advisor and the Chief of Staff because all decision making flows through them. The Secretary of Defense doesn’t make policy but is the implementer and operator of the policies that the President wants. When the President dominates those whom he/she is supposed to rely on it impedes his/her ability to govern. In addition, there were too many meetings with too many people in the room; this creates chaos because everyone wants to talk and show how smart they are. Every President faces challenges, uncontrollables, and unknowables.
Every President also has his/her own style. But it’s hard to bring in the best people if they think they will be overloaded with meetings, micromanaged and second-guessed.
Given the fact that sequester began on day three of Hagel’s tenure, Kempe wanted to know how much time he spent on budgets and if the military has enough funding to ensure American security. Hagel reminded the audience that sequester remains in effect, though cuts to military spending have been adjusted. The Pentagon requires the certainty of long-term budgets on the order of 20 years to plan the purchase of weapons systems. Sequester meant an immediate $50 billion of budget cuts, so Secretary Hagel commissioned a review to understand what was most important in the budget, both from Pentagon officials as well as from field commanders. Secretary Hagel originally though he would have to furlough his employees for 21 days, but managed to cut this down to 3-5 days. He had to halt maintenance and training for a few months.
That was followed by a 16-day government shutdown, which was irresponsible on the part of politicians. Hagel refused to comply with the shutdown, though some employees were absent for 16 days. It is terrible to damage the security of the US to make a political point. It hurt the Department of Defense. The employees ultimately got paid anyway by virtue of the unions.
Budgets took up a lot of his time. We are perilously close to not having enough funds to defend our national security interests. The Joint Chiefs of Staff have to testify in front of Congress to give their opinion on whether the current budget is sufficient to guarantee American national security interests; they are getting close to having to say no. We can do with fewer submarines, for instance, but that will come with a long-term price. Once we have two presidential candidates, they must be clear about what they think the US role in the world is and what our national security interests are. Read more
Europe at sea
On Monday, the Hudson Institute hosted a conversation with Rear Admiral Chris Parry, Royal Navy (Ret.), entitled Europe at Sea: Mediterranean and Baltic Security Challenges. Seth Cropsey, Senior Fellow, Hudson Institute, moderated. Admiral Parry spoke about the challenges that Europe faces, given that it is surrounded by water on three sides, and outlined several alternative political futures for Europe.
The threats to Europe from the sea are not new. In 1983, the USSR had a plan to attack Europe through the Central Front plus the Baltic and Mediterranean Seas. Understanding the way the Russians view the Black and Baltic Seas is crucial to understanding Putin’s motives. They have a very short coastline on the Baltic Sea. Until they took Crimea, they had a short Black Sea coast as well. This has always made the Russians nervous. Russia and the Scandinavian countries also have competing claims in the Arctic. Russia’s claims extend far beyond the UN Convention on the Law of the Sea, and Russian icebreakers now escort vessels through the Arctic.

Europe, however, is more worried about the Mediterranean because of unstable states in North Africa and the Levant, as well as migration both by sea and overland through Turkey. There is a risk for the return of Barbary piracy, as well as for seaborne terrorist attacks on coastal tourist areas. Northern Europe believes that it is the responsibility of Southern European countries to deal with this. The EU is not set up to make political decisions because it is an economic union with political pretensions. The effort needed to run the EU saps energy from efforts to address seaborne security threats.

Parry spoke about how influence has shifted, such that the important global players are now the US and the East Asian countries. The US is well-placed to benefit from globalization. If Europe isn’t careful, it will decline and become strategically irrelevant. In the future, Parry sees:
- An increase in the use of state power by non-Western countries.
- Small amounts of high-quality force will be decisive.
- Increased proxy activity, because states don’t want to directly confront each other.
- WMD proliferation.
- Increased terrorism.
- Diffusion of technology and weaponry.
There will be both irregular threats from terrorism, criminality, disasters and disease, as well as renewed threats from China, Russia, ISIS, Marxist revivalists (in Greece, for example), regional aspirants and weapons proliferation. Europe will need to contain a Middle Eastern equivalent of Europe’s Thirty Years War, ensure access to natural resources, and adapt to climate change.
Though Putin constitutes an existential threat, Parry noted that defense expenditure in Europe is declining. NATO countries still however spend more than non-NATO countries. It spends far more to shoot down a cheap missile than the missile costs; this unsustainable cost ratio must decrease. NATO has failed to resist coercion in Ukraine. Hitler knew he would win at Munich because he knew the British and French wouldn’t go to war. Putin is using traditional hard power and is confused by our lack of response. Russia’s Baltic Sea exercises are designed to resist NATO forces.

Scandinavia is nervous. Europe has become strategically dependent on the US; some European countries have armies that aren’t prepared to go to war. The UK is investing in new aircraft carriers but is hollowing out the rest of the Royal Navy. To resist coercion at sea from Russia, a change in attitude is needed.
Parry also spoke about the Middle East and North Africa (MENA). The Iran deal represents what is possible, rather than what is desirable. China and Russia have been keen to maintain Iran as a client state and suppress its nuclear ambitions. In the rush to welcome Iran into the global economy, we need to be careful about the security dimensions. As a result of the Sunni-Shiite conflict in MENA, the “Great Satan” tag will shift from the US to Saudi Arabia. China has invested heavily in new trade routes. It may get the bulk of its future oil and gas from Shiite Iran and Shiite-dominated Iraq. But China could also move into the Southern Gulf States if the US and Europe reduce their commitments there.
Like Russia, China is increasing its naval presence, sometimes disregarding the UN Convention on the Law of the Sea. There are increasing numbers of Chinese warships in the Indian Ocean as well as Chinese ships in the Mediterranean and Chinese icebreakers in the Arctic. China views its oil rigs as sovereign territory, which means that it believes it can base missiles and surveillance off of them. This is illegal under international law.

Parry outlined three different potential futures for Europe:
- A Eurasian future: the US drifts to the Pacific and Europe pursues economic cooperation with Russia and China.
- A maritime future: Parts of Europe, the US, Canada, Australia, New Zealand, Japan, and Korea together control trade on the seas. The sea is the physical equivalent of the World Wide Web and controlling it is vital for international trade.
- A fragmented future: There are no eternal friends or enemies, just interests, and each country pursues its own interests. Europe’s separatist movements could also lead to a fragmented future.

According to Parry, the US now faces choices as well. Unconventional oil and gas have been a game-changer for the US economy. The US has to decide whether it will use this money to remain strategically dominant or turn inward. The 2016 election will be crucial. In the future, if it becomes clear that help isn’t coming from the US, European countries will seek accommodation with Russia and East Asian countries will seek accommodation with China. This will have major geostrategic consequences.

Why Human Rights Matter in Policy toward North Korea | Monday, July 13th | 12:00-2:00 | National Endowment for Democracy | REGISTER TO ATTEND | The 2014 report of the UN Commission of Inquiry (COI) on human rights in North Korea successfully brought international attention to the severity of the Kim regime’s human rights violations and the plight of the North Korean people, and highlighted the need for the international community to do more to address human rights in the isolated country. At the same time, the impact of the COI report on the attitude of the international community is yet to be seen, while nuclear issues remain the primary focus of U.S. policy toward North Korea. In his presentation, Yoshihiro Makino will describe the little understood political situation inside North Korea and discuss how the repression of basic rights is fundamental to the regime’s grip on power. Mr. Makino will base his analysis on information gathered through extensive interviews with North Korea specialists, diplomats, and direct sources with first-hand knowledge. He will then offer suggestions on how the US and the international community can use this knowledge to more effectively address human rights issues in North Korea. 4. The Struggle for Democracy in Myanmar/Burma | Tuesday, July 14th | 9:30-11:00 | Brookings Institution | REGISTER TO ATTEND | Myanmar/Burma is in the fourth year of a historic transition out of military rule that began after the junta dissolved itself in March 2011, replaced by an elected parliament and the government led by President Thein Sein. New elections are expected in November for its second government under the 2008 constitution. While expressing commitment to holding a free and fair election, the Thein Sein government has left in place a constitutional obstacle to allowing Aung San Suu Kyi, leader of the opposition National League for Democracy (NLD), from becoming the country’s next president. The NLD seems likely to emerge from the new elections with the most seats in the legislature, but may fall short of its landslide victory in the 1990 election, which was not accepted by the ruling military junta.On July 14, the Center for East Asia Policy Studies at Brookings will host a discussion of Myanmar’s progress over the past four years and the prospects for strengthening democratic rule under the next government. Delphine Schrank, a former reporter with The Washington Post, spent four years among dissidents in Myanmar/Burma and has written a narrative nonfiction account about their epic multi-generational fight for democracy. Her book ‘The Rebel of Rangoon; A Tale of Defiance and Deliverance’ (Nation Books, 2015) will set the stage for the discussion. 7. The Kuwait Crisis 25 Years Later | Wednesday, July 15th | 10:00-11:30 | Brookings Institution | REGISTER TO ATTEND | Twenty five years ago this summer, Iraq provoked a crisis with Kuwait and the United Arab Emirates, demanding debt cancellation and higher oil prices. It proved to be a ruse for a far more daring plan. On August 2, 1990, Iraq invaded and annexed Kuwait. Around the world, people feared that Saddam Hussein’s armies would move on to Saudi Arabia. In response, President George H. W. Bush deployed hundreds of thousands of American troops to the Kingdom, recruited an international alliance to support them, and gained United Nations and U.S. congressional support to liberate Kuwait. The Gulf War fundamentally altered American policy toward the Middle East and laid the foundation for the many successes and failures that followed. Today, Americans continue to wrestle with the legacy of the Gulf War and the dilemma that the Middle East has posed to U.S. foreign policy in the years since. On July 15, the Brookings Intelligence Project will host Brookings Senior Fellows Kenneth Pollack and Bruce Riedel to reflect on the Kuwait crisis a quarter century later, looking back on 1990 and forward from 2015. They will discuss this crucial turning point and its significance for the region and the United States. Riedel, director of the Intelligence Project, will moderate the discussion. 8. Considerations and constraints for U.S., EU and Turkish Engagement in the South Caucusus | Wednesday, July 15th | 10:30-12:00 | Brookings Institution | REGISTER TO ATTEND | Harsh geopolitical realities and historic legacies have pushed the South Caucasus states of Armenia, Azerbaijan, and Georgia back onto the foreign policy agendas of the United States, the European Union (EU), and Turkey, at a time when all three have pulled back from more activist roles in regional affairs. Western disengagement has exacerbated some of the more negative regional trends by signaling disinterest and a lack of commitment toward resolving ongoing conflicts and challenges. These current dynamics create several policy challenges for the region and beyond, including whether the festering crises in the Caucasus will feed into broader conflagrations; whether the United States, EU, and Turkey re-evaluate their involvement in the region in light of Russia’s assertive new foreign policy; and whether given other priorities, can the West muster sufficient political will to re-engage, within limits, in high-level regional diplomacy?
On July 15, the Brookings Center on the United States and Europe (CUSE) will host a panel to discuss a new report, Retracing the Caucasian Circle, co-authored by Fiona Hill, Kemal Kirişci, and Andrew Moffatt. In the paper, the authors provide an overview of the geopolitical and security issues facing Armenia, Azerbaijan, and Georgia and their consequences for relations with the West. The report advocates that in spite of major challenges these three actors should not give up on their engagement of the region and should adopt realistic approaches which can be sustained. 10. Civil Resistance and Peacebuilding: How They Connect| Thursday, July 16th | 10:00-11:00 | United States Institute of Peace | REGISTER TO ATTEND | The rise of nonviolent, people power movements around the world has become a defining feature of the 21st century. While some have deteriorated into violent conflict, organized citizen campaigns using nonviolent methods are challenging formidable opponents: unaccountable governance, systemic corruption, institutionalized discrimination, environmental degradation, dictatorship, foreign military occupation, and violent extremism. Their “weapons” are not guns or bombs, but rather protests, boycotts, sit-ins, civil disobedience, building of alternative institutions, and hundreds of other nonviolent means. Combined with the use of traditional political and legal approaches, these movements continue to shape political, social, and economic change across the globe.
This panel will explore how nonviolent civil resistance and peacebuilding reinforce each other. How does civic mobilization fit into the larger peacebuilding agenda? How have nonviolent campaigns and movements contributed to long-term peace and stability? What are the theoretical and practical linkages that might prevent violent conflict and advance a “just peace”? Asia will move ahead no matter what
With continued conflict in the Middle East and Europe, the US “pivot to Asia” has taken a back seat in the past few months. On Wednesday, the Center for Strategic and International Studies reignited a discussion on US interests in Asia with Singapore’s Foreign Minister and Minister of Law, K. Shanmugam. The event was hosted by Ernest Z. Bower, Senior Adviser and Sumitro Chair for Southeast Asia Studies at CSIS, and moderated by Ambassador J. Stapleton Roy, who spent much of his diplomatic career in East Asia.
Shanmugam emphasized the importance of the Trans-Pacific Partnership (TPP), which would set new terms for trade and business investment among the US and 11 other Pacific Rim nations—a group with an annual gross domestic product of almost $28 trillion that represents 40% of global GDP and one-third of world trade. On June 12, the US House of Representatives rejected a bill that would have provided assistance to workers displaced by global trade, hindering completion of the TPP this year.
The TPP, Shanmugam thinks, offers a mutually beneficial deal by allowing Asia to benefit from US dominance in the energy and IT sectors and granting the US economic leverage over close to half the world’s GDP. But the region will not wait for America. In today’s global economy, China has arisen as a significant player with the ability to set up alternative multilateral institutions to which other countries will happily subscribe. This does not mean the Southeast Asian countries will choose the “Chinese side.” Indeed, the region wants the US to partake in its prosperity, as it did after WWII. Nevertheless, the fact remains that in today’s multipolar world, the U.S. cannot control the outcomes—even if it is the single most important power.
Another pressing regional issue is the South China conflict. China, Taiwan, Vietnam, Malaysia, Brunei and the Philippines all have competing territorial and jurisdictional claims, particularly over oil and gas reserves in the sea. Little progress has been made in resolving these conflicts. Shanmugam believes it is unrealistic to expect any understanding on the issue of sovereignty. No claimant will be willing to give up its claims. A more feasible outcome is a Code of Conduct that regulates the behavior of the claimants. The US can play a role by encouraging the process of reaching agreement on such a Code of Conduct.
Shanmugam also elaborated on the slim possibility of developing an ASEAN economic community. Unlike member states in the European Union, there are huge disparities in the GDP of Asian countries. Singapore’s GDP per capita is $60,000 while that of some other countries is as little as $3000. Furthermore, Asian states don’t share cultural, religious and historical experiences that allow for integration. Islam dominates in Indonesia, Buddhism in Thailand and even Communism is a religion in some places.
What is doable is easier movement of goods and services across the Asian states. The creation of manufacturing hubs, heavy investment in infrastructure, reduction and equalization of tariffs across borders and simpler rules and regulations can contribute to making the ASEAN community an economic powerhouse. The US needs to decide whether it wants to be a part of the resulting prosperity. Either way, ASEAN countries will forge ahead to build a brighter future.
