After several years of increasingly punishing sanctions against its economy, there is hope that Iran is now prepared to resume negotiations with the international community to reach a solution to the ongoing nuclear standoff. Many experts fear that Iran is quickly approaching the nuclear threshold, and that 2013 could be the last chance to avoid this outcome. If the international community cannot seize that opportunity, it may be left only with much worse alternatives.
On February 19, the Saban Center for Middle East Policy at Brookings will host a discussion to examine strategies for resolving the nuclear standoff. Panelists will include former Ambassador Thomas Pickering, co-founder of The Iran Project, who will present the organization’s latest set of recommendations for addressing the nuclear issue, and Brookings Senior Fellow Kenneth Pollack. Senior Fellow Tamara Cofman Wittes, director of the Saban Center for Middle East Policy, will provide introductory remarks and moderate the discussion.

As President Barack Obama embarks on his second term and Israeli Prime Minister Benjamin Netanyahu builds his coalition government, many warn that time is running out for the two-state solution. On the occasion of its publication, David Ignatius will join three of the authors of ‘The Peace Puzzle: America’s Quest for Arab-Israeli Peace’ and USIP’s Lucy Kurtzer-Ellenbogen to discuss their own views on whether and why that door is closing, and what the next Obama administration can do to keep it open.
‘The Peace Puzzle’ was written by Daniel C. Kurtzer, Scott B. Lasensky, William B. Quandt, Steven L. Spiegel, and Shibley Z. Telhami and co-published by USIP Press and Cornell University Press. It offers a uniquely objective account and assessment of the American role in the peace process over the last two decades, concluding with 11 recommendations for the next administration to strengthen its role in resolving the conflict. While the tone of the book remains optimistic, the authors question whether the ‘determined, persistent, creative, and wise’ American diplomacy and leadership that have ushered in breakthroughs in the past can be recaptured and whether the lessons learned from two decades of failures will be embraced.

While there is much talk of an ‘Arab’ view of Iran, there are in fact significantly divergent views on Tehran’s role, even among rulers in the region. Additionally, despite the Sunni-Shiite divide, Arab public views of Iran and of its regional role are far more complex than-and often at odds with-the views of their leaders. Even those Arab governments that fear Iran most and, in some cases, support American military actions to weaken Iran’s influence, differ markedly from Israel’s calculations and expectations.
Shibley Telhami will present his analysis and paper on this subject on February 21, 2012 from 10:00am to 12:00pm. In the two decades since the dissolution of the USSR, Russian and Western experts, human-rights activists, and journalists have become accustomed to the political violence of the North Caucasus. Recent tragedies in Russia’s Volga region suggest that this sort of violence – and the Islamist terrorists who perpetrate it – may not be confined to the Caucasus. This has raised a question: how likely is it that the North Caucasus scenario will be repeated in the Volga region? Any attempt to answer this question is complicated by the variety of non-official Muslim groups of both local and international origin active there and the complex set of linkages between them.
This report sheds light on the ideological sources and resources of radicalism in the Volga region, nonofficial Islamic movements’ support among the regional population, and opportunities for the potential growth of different forms of Islamist activities. It describes the origins of different nonofficial Islamic movements as well as their post-Soviet development, ideology, and relationship with the authorities and official Muslim clergy. The report also offers practical approaches both for Russian domestic policy and for the U.S.-Russian security cooperation agenda.

9. Eastern Congo: Changing Dynamics and the Implications for Peace, Friday, February 22, 10:00 Am-11:30, US Institute of Peace

Unrest in northeastern provinces of the Democratic Republic of the Congo (DRC) continues to claim lives, disproportionately target women, fuel the illicit economy, constrain development and undermine prospects for peace. Mediation efforts by the United Nations and the DRC’s neighbors have yielded few tangible results and mistrust is rife. Major issues include the role of the M23 in the peace process, widespread gender-based violence and the resilient illicit economy (particularly in the mining sector).
The M23 rebel group was formed on 4 April 2012 when some 300 soldiers mutinied, citing poor conditions in the army and the government’s unwillingness to implement the 23 March 2009 peace deal. They seized control of Goma, the capital of North Kivu province in November 2012 and have been involved in regionally-brokered mediation efforts since being forced out in December.
On February 5, the South African government arrested a group of 19 Congolese belonging to a shadowy group called the Union of Nationalists for Renewal, who were allegedly plotting a violent coup in the DRC. This further complicates an already dire situation and injects an added sense of urgency. In light of these developments, peacebuilding in the DRC requires a nuanced assessment of conflict dynamics and creative strategies to leverage windows of opportunity.
On February 22, the U.S. Institute of Peace will convene an event on recent changes in the war in eastern Congo and their implications for peace. Panelists will share insights from recent trips to the region, examine opportunities and risks for advancing a meaningful peace process, and highlight lessons from other relevant peace processes potentially applicable to the Great Lakes.

10. Is there a Widening Sunni-Shia Schism?, Friday February 22, 2:00 PM- 3:30 PM, Brookings Institution

An upswing in sectarian violence in Pakistan, Bahrain and elsewhere in recent months highlights the historic tensions, and contemporary political importance of schisms between Sunni and Shia communities across the Muslim world. Why is the level of violence rising and what regional and internal factors are influencing it? What are the implications for these countries should the relationship between the two sects continue to deteriorate? What role does the U.S. or other external actors play in shaping these developments and what could they do to alleviate tensions?
On February 22, the Project on U.S. Relations with the Islamic World at Brookings will host a discussion to explore the factors behind this apparently worsening conflict between Sunni and Shia communities. Panelists will include Brookings Senior Fellow Bruce Riedel, director of the Brookings Intelligence Project, and Geneive Abdo, fellow at the Middle East program at the Stimson Center and author of a forthcoming Saban Center for Middle East Policy at Brookings paper examining sectarianism in the context of the Arab Awakening. Durriya Badani, deputy director of the Project, will offer welcoming remarks. Brookings Senior Fellow Suzanne Maloney will moderate the discussion.
Precarious ally
The Bahraini royal family needs to deliver credible reforms. There was little difference of opinion on that point at the Carnegie Endowment’s discussion of US policy and the political impasse in Bahrain this week. Greater debate surrounded the issue of US policy towards the country, particularly with respect to the Fifth Fleet. Should the US use the Fifth Fleet as leverage with the Bahraini regime, or should the US prepare to relocate it?
Divisions within the various sectarian groups make the Bahraini impasse complex. The inability to produce meaningful reforms has eroded support for the mainstream Shia opposition, Al Wefaq, whose supporters are shifting their allegiance to the leaderless February 14 Youth Coalition. The monarchy’s hardliners are stirring up sectarianism, isolating Sunni moderates and encouraging Sunni Islamists to redirect their class-based anger against the Shia.
Based on Frederic Wehrey’s paper “the Precarious Ally: Bahrain’s Impasse and US Policy,” the discussion concluded that the volatility of the internal political situation made the effects of relocating the Fifth Fleet impossible to predict.
Matar Ebrahim Matar, an MP belonging to the moderate Sunni opposition, blamed the regime’s marginalization of Sunni moderates in favor of Sunni Islamists for creating the inaccurate impression that no moderates exist among the Sunnis. Matar also characterized the Bahraini regime as “immature,” pointing to the “vengeful” force used in repressing the Pearl Roundabout protests. He warned that in the eyes of Bahrainis, continued provision of arms and recognition to the regime will taint American legitimacy in the country, inflaming anti-Americanism.
Regarding US policy and the Fifth Fleet, Matar suggested the U.S. should strongly remind the regime that the US-Bahrain defense relationship carries an obligation to reform. Failing that, the the US should relocate the Fifth Fleet. Otherwise, the Fifth Fleet will continue to be an obstacle to reform, one that causes Defense Department preferences to prevail over those of the State Department.
Jon Alterman of CSIS felt that US ability to influence political events in Bahrain is limited. He argued that moving the Fifth Fleet would do more damage to US and Bahraini interests than good, and that US or Saudi actions as external referees would definitely not solve Bahrain’s problem. Instead, the US should encourage dialogue among the parties, working to get those who reject dialogue back to the table.
Toby C. Jones of Rutgers University had a different view. He thought the US needs to expand the US-Bahraini strategic relationship to include economic objectives. If the US focuses only on oil, counter-terrorism and Iran, its leverage will be limited. By expanding its focus to regional economic issues, including the huge weapons market, the US would increase its leverage. The debate regarding the Fifth Fleet should center less on location and more on its mission, which should be a broad political one.
If and when Bashar al-Asad falls, Bahrain will remain the only ruling sectarian minority left in the region. To avoid a difficult future, the royal family must compromise with the opposition. In the words of Matar, “the propagation of problems moves with repression, not reform.” The US and the Al Khalifa monarchy need to keep that in mind going forward.
Not a foreign policy Inaugural, but…
President Obama said little about foreign affairs in his Inauguration speech, but what he said bears more attention than it is getting. After a tribute America’s armed forces (and mention that we are ending a decade of war), he went on to say:
But we are also heirs to those who won the peace and not just the war, who turned sworn enemies into the surest of friends, and we must carry those lessons into this time as well.
We will defend our people and uphold our values through strength of arms and rule of law. We will show the courage to try and resolve our differences with other nations peacefully — not because we are naïve about the dangers we face, but because engagement can more durably lift suspicion and fear. America will remain the anchor of strong alliances in every corner of the globe; and we will renew those institutions that extend our capacity to manage crisis abroad, for no one has a greater stake in a peaceful world than its most powerful nation. We will support democracy from Asia to Africa; from the Americas to the Middle East, because our interests and our conscience compel us to act on behalf of those who long for freedom. And we must be a source of hope to the poor, the sick, the marginalized, the victims of prejudice — not out of mere charity, but because peace in our time requires the constant advance of those principles that our common creed describes: tolerance and opportunity; human dignity and justice.
This is extraordinarily general, or maybe tantalizingly vague. I think I know what it means for Iran: continuation of negotiations, at least for a while. But what does it mean for the brave Syrians who are fighting what is proving to be a frighteningly violent regime? It certainly aligns America with support for the Arab awakenings in Tunisia, Egypt, Yemen and Libya, but what does it mean for Bahrain? Or Saudi Arabia and the other Gulf states? Or, even more importantly, for China, where “those who long for freedom” are increasingly speaking out?
What we know from Obama’s first term is that he balances ideals and reality in each case based on specific circumstances. He is lawyerly in approach, treating each contingency on its merits rather than laying out a more generally applicable “Obama” doctrine (other than support for democracy and concern for the disadvantaged). This is very different from his predecessor, who set out general principles and tried to apply them to specific cases without much regard for the particular circumstances, with disastrous results.
My guess is that circumstances will force the President to say and do a great deal more about Iran, Syria, China and other situations in short order. His reference to American alliances and “those institutions that extend our capacity to manage crisis abroad”–that’s presumably the UN, OSCE, OAS and the rest of the alphabet soup of international organizations, including non-governmental ones–is a clear indication that he will be looking for help from others when he decides to act internationally.
What he did not say–but none of us should forget–is that America’s financial situation and its internal politics will constrain what it can do internationally for at least the next four years. We are broke, as the Republicans like to say. But we’ll have to wait at least for the State of the Union message if not longer to see what the Inaugural message means for resources to support both our military and civilian efforts abroad.

Following the attack on the U.S. consulate in Benghazi and the death of U.S. Ambassador to Libya Chris Stevens, the United States is weighing its position and policies in the post-Arab Spring Middle East. More than a year after the initial Arab uprisings, the United States is questioning the state of its relations with the nascent Arab democracies and the emerging Islamist regimes. As the second anniversary of the Arab revolutions approaches, political and economic instability persists alongside growing anti-American sentiment, forcing the United States to adapt its policies to the evolving landscape in the Middle East. With the U.S. election just over six weeks away, many American voters are questioning the presidential candidates’ foreign policy strategies toward the region and wondering how the volatility in the Middle East and North Africa will affect the United States in the months and years ahead.
On September 25, the Campaign 2012 project at Brookings will hold a discussion on the Arab Awakening, the tenth in a series of forums that will identify and address the 12 most critical issues facing the next president. On October 1, Georgia votes in a parliamentary election which is set to be its most important and closely-watched contest since the Rose Revolution of 2003. The election is also a shadow leadership election, and its outcome will determine who becomes the leader of the country when a new constitution takes effect next year, as the second term of current president Mikheil Saakashvili ends.
The governing party, the United National Movement, is facing a strong challenge from the recently formed opposition Georgian Dream coalition, led by Bidzina Ivanishvili. The political temperature is high as both sides are predicting victory and exchanging claims and counter-claims about the conduct of the election.

The Atlantic Council’s Michael S. Ansari Africa Center and the Africa Growth Initiative at the Brookings Institution are pleased to invite you to a panel discussion on the findings of the 2012 African Economic Outlook (AEO) report. The AEO is a collaborative effort of the African Development Bank, the Development Centre of the Organisation for Economic Cooperation and Development, the United Nations Development Program, and the United Nations Economic Commission for Africa. The annual report surveys and analyzes the economic performance of fifty-three African countries, including, for the first time, Eritrea and newly independent South Sudan.
This year’s report focuses on a critical area of the continent’s socio-economic development: youth unemployment and education. Youth unemployment has been a persistent problem for a majority of African countries and a formidable obstacle to economic growth and stability. Youth dissatisfaction played a major role in the escalation of political unrest in North Africa in the past year, which resulted in a significant decrease in economic growth in the region. Given Africa’s rapidly growing population, the demographic pressure on labor markets in African countries will continue to increase. If African countries commit to education and skills training, however, Africa’s youth bulge could become a significant competitive advantage in a rapidly aging world.
Mthuli Ncube, chief economist and vice president of the African Development Bank, will provide brief remarks on the reports’ findings and broader implications for Africa’s future, followed by a panel discussion. Panelists will discuss the many unpredictable factors threatening the continent’s economic growth offer brief remarks and policy recommendations for African nations before opening the floor to a question and answer session.

While 2011 and 2012 have witnessed unprecedented changes across the Middle East and North Africa, the Arab states of the Gulf Cooperation Council (GCC) – Saudi Arabia, Kuwait, Bahrain, Qatar, Oman, and the United Arab Emirates – have not been shaken to the same degree, with the notable exception of Bahrain. Nonetheless, the dramatic uprisings across the region have had a clear impact on both the populations and governments of the Gulf, and it is worth examining political developments and the state of human rights in these countries.
How have the uprisings and political changes in other Arab countries been perceived by both the governments and citizens of the GCC? What steps have been taken by these governments to prevent similar changes from happening in their own countries, and how have these steps been received both domestically and internationally? What, if any, steps toward democratic reform have been taken, and what future actions might we expect from Gulf governments with regard to reform? How have the GCC governments changed their approach toward their citizens, civil society organizations, media outlets, and labor unions? How have the dramatic political changes in the region affected relations between the U.S. and the governments and people of the Gulf? And how can the U.S. and other international actors engage with the Gulf in a manner that helps its citizens realize their democratic aspirations?

It’s not only Libya
A lot of people seem to be surprised that Libyans have taken up the cudgels against the Benghazi militias thought to have attacked the U.S. consulate there, killing the American ambassador and three of his colleagues. Readers of peacefare.net will not be so surprised, as I’ve repeatedly described the situation there as evolving in a positive direction, with a lot of appreciation for what the United States and NATO did to defeat Muammar Qaddafi. I wrote to friends Thursday just before the news of the uprising against the militias broke:
I’ve been there (in both Benghazi and Tripoli) twice in the last year. I certainly have never had a warmer reception as an American in an Arab country. Most Libyans, especially Benghazis, understand perfectly well that the U.S. and NATO saved them from Qaddafi. And they appreciate it. I drove repeatedly through demonstrations in Benghazi during the election period–there was zero hostility to Westerners. Ditto at the polling places. And ditto last September right after Qaddafi fled Tripoli, when I enjoyed a great Friday evening celebration in Martyr’s (Green) Square.
The Libyan transition has been going reasonably well, on a time schedule they themselves have set, with resources that are overwhelmingly their own. Yes, the militias are a problem, but they are also part of a temporary solution. There would be no order in Libya today without them. They guarded all the polling stations during the elections and eventually reestablished control over the consulate compound after the attack.
We’ll have to wait for the incident report to know, but I would bet on the attack having been a planned one (contra Susan Rice) by armed extremists associated with opposition to the elections and possibly with secession of Barqa (Cyrenaica)….The Libyan [political science professor] Chris Stevens met with the morning he was killed gave me an account of these small extremist groups, mainly headquartered in Derna, the evening after the elections [in July 7]. The state has, however, lacked the organization and force necessary to mop them up, which might in fact be a difficult operation. They are wise not to try until they know they can succeed.
They will now have to do it. We should be helping them where they need help.
It would be a mistake to take the uprising against the extremist militias as the final word. There is likely to be retaliation. What has happened so far is not law and order. It is more lynch mob, though no one seems to have been killed. We should not take much satisfaction from retribution. What is needed is justice, which requires a serious investigation, a fair trial and an appropriate punishment.
Also needed are reliable, unified and disciplined security forces: police, army, intelligence services. This is one of the most difficult tasks in any post-war, post-dictatorship society. Demobilization of the militias really is not possible until the new security institutions are able to start absorbing at least some of their cadres. Reform of security services and reintegration of former fighters are two sides of the same coin: establishing the state’s monopoly on the legitimate use of force.
It is astounding that the United States, after 20 years of demand from weak and failing states in the Balkans, Middle East and South Asia, still lacks adequate institutional means to assist in establishing foreign security forces that behave properly towards their citizens. We are especially weak on police, whose training and equipping is largely contracted to private companies that hire individuals who have never previously worked together and may have dramatically different ideas about what a proper police force does. The Americans are also weak in assisting interior ministries, since we don’t use them ourselves. I have little idea what we do assisting foreign intelligence services, since the effort is classified and has attracted little journalistic or academic attention. We have some significant experience and capacity to help with military services and defense ministries, but we could use a good deal more.
Police of course are not much use unless you’ve got courts and prisons to process the accused, along with judges, prosecutors, defense attorneys and prison guards. Not to mention laws, implementing regulations, legal education, bar associations and the ineffable but important “culture of law.” Installing a modern system for rule of law is a 10 or 20 year project.
The Libyans are facing a challenge similar to what we have seen in Bosnia, Kosovo, Serbia, Macedonia, Albania, Iraq, Afghanistan, Palestine, Haiti, South Sudan and likely several more places I’ve omitted. There are pressing rule of law challenges in Tunisia, Egypt and Yemen as well as obvious needs in Bahrain, Algeria, Jordan, Pakistan, Nepal, and Burma (Myanmar). When will we recognize that we need a permanent capacity to respond comprehensively and appropriately?

Today and tomorrow mark the end of the month of Ramadan, when Muslims fast during the day. Tonight and tomorrow night they feast.
It has been a truly terrible Ramadan in Syria, where Kofi Annan’s peace plan has died (along with thousands of additional Syrians) and the Asad regime has intensified military action, especially in Aleppo. Prospects are not good: Asad refuses to step aside and the opposition refuses to negotiate with him. We are not yet at Bill Zartman’s “mutually hurting stalemate,” when both sides see no gain in continuing to fight and decide instead to talk.
Egypt has taken another unexpected turn, with elected President Morsy taking over by decree the executive and legislative powers that the military had previously reserved for itself. He did it with savoir faire: previous military leaders were retired with medals and new ones chosen from just below them. It is impossible to escape the conclusion that the Muslim Brotherhood, from which Morsy hails, and the military have reached a mutual accommodation, leaving Egypt’s secular revolutionaries out in the cold, which isn’t very refreshing in Egypt at this time of year.
In Libya, Tunisia and Yemen, the revolutions are looking a lot better. Libya‘s General National Congress, elected July 7, convened on schedule and chose as President Magarief, who promises to be a unifying figure. Tunisia is struggling to produce a constitution, with final approval delayed at least to April 2013 rather than October 2012. Yemen has made a start with military reform and is now embarking on preparations for its national dialogue, to be held in November and followed by constitution-writing.
Elsewhere counter-revolution is winning. Bahrain has sentenced human rights activist Nabeel Rajab to three years in prison. I wonder if he would have attracted more attention if his name were Pussy Riot. Algeria, Jordan, Morocco and Saudi Arabia have stifled any serious reform moves. In Iraq, Prime Minister Maliki has weathered political challenges and continues to accumulate power even as frictions between Baghdad and Kurdistan grow.
It looks as if the Arab awakening will continue mainly in North Africa, where it began in early 2011. While Libya has ample oil and gas resources, none of the other countries in which revolutions have come to fruition does. Tunisia, Egypt and Yemen all have serious economic challenges ahead. Syria will be an economic basket case the day after Asad is gone. If we want anything like democracy to prevail in these places, there is going to be a substantial bill to pay.
Marc Lynch has called this a cruel summer. It has certainly been that and worse in Syria. But those of us who have experience with transitions, especially in post-conflict environments, set the bar low. There has been progress elsewhere, even if halting and slower than hoped.
The big open questions are these: is Egypt getting back on track, or are we seeing a new, Islamist autocracy in the making? Can Saudi Arabia manage the succession to next-generation leadership without upheaval? Can the regional war that has begun in Syria be ended before it engulfs several other countries? Can Iran‘s nuclear ambitions be ended at the negotiating table, or will Israel or the United States attack?
No answers are needed today. It suffices to salute those who observe Ramadan with “Eid mubarak!”
