For only the 4th time since the Civil War, we won’t know the winner of a presidential contest within a day or two. In 1876, a congressionally established commission decided between competing electoral slates from 3 states in February. In 1916, Charles Evans Hughes waited until November 22 to concede to Woodrow Wilson. In 2000, the Supreme Court stopped the vote count in Florida in mid- December.And now we await final returns and possible recounts — and maybe additional legal challenges — in five states. The Senate majority is also uncertain — and may not be resolved until Georgia runoff election[s] on January 5.

The COVID-19 pandemic has exposed fault lines in public health systems in the Middle East, where public health institutions vary widely. In Gulf states, citizens receive high quality health care, but the same is not true of foreign worker populations. Middle income countries in the region offer good health services to those who can afford them, while those who cannot have less or no access. In countries like Yemen and in Syria’s worn torn towns, nothing resembling a functioning health system, public or private, exists. The difficulty of supplying health services to refugees and displaced persons presents yet more difficulties. All this is not new, but the COVID crisis has afforded an opportunity to examine how access to health care plays out in a crisis. More importantly, the crisis can help guide domestic policymakers and international partners toward immediate and longer-term actions to improve public health delivery and prepare for the next crisis.
The Rafik Hariri Center and the United Nations Development Program’s Regional Bureau for Arab States are pleased to co-host a virtual discussion with experts who will not only discuss why the response to the pandemic has met with varying degrees of success, but will also address how policymakers and other stakeholders can better confront public health challenges of all kinds.

Stevenson’s army, June 2
– The US Constitution and existing laws place enormous limits on the federal government’s use of force. There is supposed to be civilian control, under the president. In the District of Columbia the president is in direct control of the national guard. That probably explains why guard forces aggressively dispersed protestors even before the DC Mayor’s 7pm curfew last night.
Earlier, in a call to governors, the president said CJCS General Milley was”in charge.” By law, of course, the Chairman is not in the chain of command over the armed forces, only over the Joint Staff. He cannot give combat orders. The White House press secretary said that there would be a “central command center” to deal with the riots nationwide. But the US military can’t be part of that without presidential invocation of the Insurrection Act. Contrary to the press secretary, the Justice Department told FP that it would be in charge, which is consistent with what Attorney General Barr told the governors, that the issue would be handled by the Joint Terrorism Task Force.
BTW, his ignorance of the law also explains the president’s talk of declaring “antifa” a terrorist organization.
I’m troubled by several things: the president’s glorification of military force as the first response to civil protests; his disregard of the laws and norms by urging federal military intervention nationwide; the apparent complicity of the SecDef and CJCS in this situation. I agree with Kevin Baron of Defense One that “Trump now has the war he wanted.” And that’s bad for civilian control and order in law.
