Tillerson’s tilt

In Moscow today, Secretary of State Tillerson will try to convince the Russians to abandon President Assad and opt instead for a political process that would replace him and begin the transition away from the Ba’athist dictatorship that has governed Syria since 1963. Tillerson will argue that Assad’s April 4 use of chemical weapons against his opponents de-legitimates his rule and embarrasses Russia, which helped negotiate the 2013 UN Security Council agreement under which Syria was to surrender or destroy its chemical weapons and its capacity to make them.

It isn’t going to work. Russia is still denying that Assad was responsible for last week’s attack, which the Americans claim was launched from an air base at which Russian forces were present. President Putin has declined to see Tillerson, a clear indication that Russia is not planning to change its tune. Moscow wants an international investigation of the chemical incident, which it claims may have been caused by a conventional bomb falling on an opposition chemical weapons depot. The publicly available information contradicts that hypothesis.

While sounding reasonable, an international investigation would tie up the issue of what to do about the incident for months if not years, sowing doubt and allowing other issues to claim priority. The Russians know well who used the chemical weapons. There are even suspicions that they knew in advance. It would be difficult to keep the loading of chemical weapons secret on a base they share with the Syrian Air Force.

There is little likelihood Moscow will abandon its support for Assad. The Russians have had many opportunities to do so during the past six years but have consistently chosen to double, triple and quadruple down to try to ensure he wins, even while claiming not to be wedded to him. With each decision, they have gone deeper into the cul-de-sac. It beggars the imagination to think they might back out now that Assad is beating his more moderate opposition and driving Syrians who oppose him into the arms of extremists. The Russians will argue that there is no viable alternative to Assad, and that he is vital to countering terrorists.

Tillerson, who has only recently found his tongue and begun to speak about international affairs, is holding a bad hand. His denunciation of Assad’s inhumane treatment of Syrians sounds hollow, as until now he has shown indifference to humanitarian concerns. Not much more than a week ago, the Trump Administration was talking about how Assad would unfortunately have to be left in power while Washington focuses on the war against the Islamic State. President Trump has still not said anything different. If he has in mind a strategy for Syria that ends Assad’s rule, he is keeping it a secret.

What looked like a big cruise missile attack last week will be derided as a pin prick next month unless something more is done, either through diplomacy or the use of force. The diplomacy looks as if it is headed for failure in Moscow. America’s G7 partners apparently failed to agree to new sanctions against Russia in their meeting yesterday in Italy. Further military force risks Syrian, Iranian and Russian escalation that Washington won’t want to respond to. Tillerson’s tilt in favor of humanitarian intervention and against Assad is unlikely to produce near-term results that make America look great again.

Military action needs diplomatic follow up

Today’s American cruise missile strike on a Syrian base responsible for the chemical weapons attacks in Idlib province will no doubt do wonders for President Trump’s reputation as a man of action. He has done what President Obama hesitated to do in 2013, without consulting Congress or America’s allies (both of which presented obstacles four years ago).

The military significance of the American strike will be limited. The Russians, who had forces in harm’s way, were told in advance, so more than likely the Syrians knew as well. If so, they will have moved their military assets and hunkered down for what they knew would be a limited-duration attack. The Russians and Syrians have protested loudly that the attack is an act of aggression.

The political significance of the strike is still undetermined. Secretary of State Tillerson is talking about a coalition to remove Assad from power, but at the same time he refers to the Geneva talks that have so far led nowhere. Iranian and Russian support for Assad still seems solid. While both mumble about not being wedded to him, they have backed him repeatedly, because they can’t imagine doing better with any conceivable successor. Transition to them means the end of their enormous influence in Syria.

The Trump Administration has turned around completely on Assad. No more than a week ago it was signaling that Assad could stay. Now it is wanting him to leave. But it doesn’t appear to have a diplomatic and political plan to make that happen. National Security Adviser McMaster and Secretary of Defense Mattis have demonstrated, once again, how quickly America’s military instrument can be brought to bear. But the State Department—demoralized and without most of its senior leadership—is in nowhere near the same shape.

This attack could make the situation in Syria even more complicated and difficult to resolve than it has been for six long years. It could also mark the beginning of the end, if Washington can rally a real coalition against both Assad and the Islamic State. The outcome depends on diplomatic skills that have so far proven lacking. Let’s hope the Administration finds them quickly.

Assad’s chemicals

The Trump administration has let it be know it has abandoned hope of removing Bashar al Assad from power in Syria. Assad has responded by testing the limits of Washington’s affections: by using chemical weapons, once again. This occurred as the UN and Europe were considering aid to Syria at a Brussels meeting.

So far, Donald Trump has said this cannot be ignored by the civilized world but has done nothing. He has also tried to blame President Obama for the chemical attack for not having bombed Syria the first time Assad used chemical weapons (even if he at the time he urged Obama not to act).

Trump’s failure to act is a green light for Assad to do as he likes. If Washington continues to talk but not do, no doubt Assad will continue and likely ratchet up his chemical attacks, along with his assault on hospitals and other facilities that enable civilian populations to survive in Syria’s war zones.

What could the US administration do if it wanted? Here are a few options:

  1. Create declared safe areas protected from air and ground attacks, as Trump promised to do during the campaign.
  2. Identify and destroy aircraft or artillery involved in launching chemical weapons.
  3. Attack from the air Syrian and allied ground forces that are advancing on opposition-controlled areas.
  4. Make it clear the US will not provide reconstruction aid to any areas of Syria Assad still controls.
  5. Get Moscow to stop Assad’s use of chemical weapons.

None of these are easy at this point. Number 1 requires a significant deployment of US air as well as allied forces on the ground. Beyond the area of northern Syria controlled either by the Turks or the Kurds, it isn’t likely to happen. Number 2 is technically difficult, though it likely could be done, if Assad is dumb enough to park the planes or helicopters involved within reach of US cruise missiles.

Number 3 would put the US at war with Syria and Hizbollah, if not the Russians and Iranians. Number 4 I presume true already, and I suppose Assad does too, so it won’t affect his behavior. Number 5 is the eternal hope, but not one that has proved in any way justified.

None of the options except 2 seems at all likely at this point. The Administration is far more likely to act on North Korea, which has made clear it intends to gain the capability to attack the US, than on Assad, who avoids direct clashes with the US even if his brutal crackdown feeds the Islamic State and al Qaeda beasts that will eventually threaten the US.

It is hard to imagine how Iran, which suffered horrendous chemical attacks from Saddam Hussein’s Iraq (which it blames in part on US supplies), justifies its support to a serial chemical weapons abuser. My guess is denial smooths that wrinkle.

Trump may be busy blaming Obama for Assad’s chemical attacks, but the buck has been passed and now stops with Trump. Will he fail to act, like Obama? Or will he plunge the US deeper into the Middle East maelstrom, with unforeseeable consequences?

Egyptian President Abdel Fatah el-Sisi’s visit to Washington in early April presents an opportunity to renew the American-Egyptian alliance. As the new Trump administration refines its strategy towards the Arabic world’s most populous country, Hudson Institute’s Center for Religious Freedom will host a discussion on the security, political, and religious freedom challenges facing Egypt. What has Trump actually accomplished?

It’s only a hundred days or so, but President Trump promised lots of things would happen within that time period. What has he actually accomplished? I’m not asking what he has done. I know full well he has signed many executive orders. But what difference has it all made, or will make in the foreseeable future?

Precious little would be my guess. Obamacare is here to stay, unless Trump and his minions manage to undermine it with smack talk. Yesterday’s effort to undo Obama’s climate change actions will be challenged in the bureaucracy, in court, in Congress, and by economic reality. Coal isn’t coming back. Everyone but the coal miners knows it. The border wall is looking doubtful, and the Mexicans are certainly not going to pay for it. Manufacturing jobs are not returning to the US, despite the President’s frequent misuse of company announcements. NAFTA and the Iran nuclear deal are still in place, even if the Trans Pacific Partnership is not.

This is a dismal record relative to his promises, but it doesn’t mean Trump has had no impact. More than one hundred people died in an American bombing in Mosul, and other bombings in Syria and Yemen are causing more collateral damage than in the past. The Administration denies loosening the rules of engagement (those govern where you can bomb based on what information), but it’s like border enforcement: tell the operators that you won’t hold them accountable for abuses and you can be pretty sure some will abuse.

When I spoke in Rome last week at the Italian Institute for International Affairs, no one objected to my identifying Trump as an enemy to those who have benefited from the post-World War II Pax Americana. Trump’s popularity is not only low in the U.S., it is dismally low abroad as well. Even the Russians no longer like him, as it has become all too clear that he will be unable to deliver America into their hands. Today the Senate voted overwhelmingly to ratify the accession of tiny Montenegro to NATO. Moscow will be disappointed, as it tried last October to block Podgorica from joining the Alliance by sponsoring a coup against its president. I needn’t mention how little Chancellor Merkel thinks of Trump, never mind the Australian prime minister and many other (formerly) close allies.

There are of course Trump fans around the world. Brexiteers like him, but he won’t be able to visit the UK any time soon because the protests would be massive. The Saudis are anticipating his wholehearted support for their war in Yemen, but you can bet most Yemenis won’t be so enthusiastic. Israel’s Prime Minister Netanyahu used to like Trump, but his ardor cooled after the President tried to restrain settlement-building in the West Bank. The Chinese are developing a taste for Trump because he is so easy to buy off: a quick decision on a trademark issue for one of his companies seems to have bought them a reversal of Trump’s resistance to the One China policy.

I know lots of people who did not like President Obama. Some thought him hostile to private enterprise. Others thought him irresolute in foreign policy and national security. Still others resented his failure to push harder on human rights issues abroad or to protect civil liberties at home. All these folks would happily trade in Trump for a third Obama term, which is what Hillary Clinton promised to serve.

But being president is not a popularity contest. A president can remain in office for his full four years no matter how unpopular he is. Trump is not going away anytime soon, unless the Republicans in Congress come to believe that he represents a threat to their re-election or to the election of a Republican president in 2020. The investigation of his campaign’s link to the Russians is the best bet for convincing Republicans to betray him. Let’s hope it can be wrested from Devin Nunes’ grasp and put in the hands of someone more independent and responsible.

Despite challenges, Iraq is on its way back

Iraqi Prime Minister Haider al-Abadi visited the United States Institute of Peace on Monday to discuss the future of security and government in Iraq as well as the prospects of US-Iraqi relations during the Trump administration.

Al-Abadi praised the work of the Iraqi Security Forces in not only liberating Iraq from ISIS but also winning back the trust of the people. He highlighted the security forces’ accomplishments, including the return of over one million people to their homes, the military partnership with the Kurdish peshmerga, and the imminent recapture of Mosul. However, al-Abadi stressed that military force alone would not defeat threats like ISIS and a more comprehensive approach, incorporating a successful hearts and minds campaign, would be necessary.

Al-Abadi also addressed future challenges to security in the aftermath of Mosul and ISIS. He said religious minorities, who have suffered severely at the hands of ISIS, are part of Iraqi society and have the same rights as all Iraqis. But there is uncertainty over whether they will return to Iraq due to increasing delays in reconstruction efforts. He also said that the government intends on investigating and punishing ISIS crimes. Militia fighters would also be subject to the law and their demobilization and reintegration into society monitored. Elements of the Popular Mobilization Forces would not be involved in politics while continuing to carry arms, which is at odds with the political process.

Turning to government challenges, al-Abadi discussed the balance between federal and regional authority and how best to reform and improve the Iraqi political situation. He stressed the importance of keeping politicians accountable and placing citizens’ trust in strong political institutions. Calling it a new day for democracy, al-Abadi said that while change is difficult, it is essential for people to believe in the government’s ability to reconstruct liberated territories, eliminate the ISIS threat, and make politics inclusive and representative of all Iraqis.

However, developing good governance is not easy and Iraq must proceed with caution. Al-Abadi cited the need to maintain peace and not antagonize or polarize people early on, especially in plans to govern newly liberated territories such as Mosul. He was hopeful that the provincial elections, scheduled for late 2017, will return new politicians who want to move the country forward towards democracy, building bridges for cooperation rather than walls of provincial and sectarian division.

Coming directly from the White House and a conversation with President Trump, al-Abadi was satisfied with the level of support from the new administration and the prospects for a better relationship with the United States. Trump wants to be more engaged and face terrorism head-on, a move al-Abadi welcomes in the continued fight against ISIS.

As for regional and international partners, al-Abadi saw positive elements as well as areas for improvement in the fighting terrorism. The region could work more vigorously against ISIS and its recruiting efforts, an oversight that enabled the group to build its capacities in the first place. The international community has pledged support to stabilizing Mosul, and the recent visit of the Saudi foreign minister to Baghdad was welcome. Iraq is eager to deliver the aid and assistance desperately needed to rebuild the country and to stop regional conflicts.
