The Gulf beyond oil

Jane Kinninmont provided a brief summary of the new Chatham House report. While the Gulf States are often seen as a bastion of stability, a number of factors that have generated tensions between civil society and Gulf governments such as high population growth, increased internal migration, lavish economic spending, government nepotism, the public’s dissatisfaction with current land ownership policies, lack of employment opportunities for women, and the uneven distribution of wealth. The proliferation of information via Twitter and satellite television has created the expectation among Gulf citizens of greater government transparency and generated calls that citizens be included in international and domestic policy debates.
While the Gulf States were originally receptive to change in the wake of the Arab Spring, these regimes are now less likely to accommodate local demands for openness as a result of the turmoil that has accompanied transitioning states. Governments are now repressing civil dissent and resisting calls for political transformation. Some of the Gulf states, especially Saudi Arabia, have increased social spending in an effort to buy off local dissent, but this strategy is not sustainable in the long-term due to declining oil revenues and poor economic policies.
Kinninmont argued that these regimes must pursue economic policies that move beyond oil to create knowledge-based economies. Such a shift must be accompanied with parallel public discussion about what a “new deal” with a state that provides fewer subsidies and expects greater inputs from its citizens entails.
Western countries are sending mixed messages to Gulf states. Continued military and security assistance, without pushes for democratic reforms or increased social spending, have reinforced negative Gulf behaviors.
Jamil De Dominicis noted the space for constructive political dialogue in the Gulf States has decreased since 2011. He is particularly alarmed about the practice that many states are pursuing of revoking the citizenship of political dissidents. Dominicis advocates that Gulf states take a long-term approach towards transition that redefines the relationship between the state and citizen beyond the accumulation of wealth.
Kristen Smith Diwan noted that the West needs to view its strategy with Gulf states beyond the lens of oil and gas. The new security environment in the Middle East will make Western political concerns in the Gulf more difficult to address. Many Gulf states are using new legal frameworks and media laws, enacted under the guise of anti-terrorism efforts, to crack down on peaceful opposition. She highlighted the use of such tactics in Kuwait and Bahrain, where several moderate clerics who spoke out against government policies were sentenced to prison. The parliaments in many Gulf States are now less representative of the region’s political landscape due to free speech restrictions.
Diwan echoed Dominicis‘ concerns about taking away citizenship, noting that revoking citizenship is a highly effective and symbolic tactic to repress dissent. Policies that drive peaceful political dissent underground risk creating violent extremist groups in the coming years.
Matar Ebrahim said Gulf youth are increasingly following economic, human rights, and democracy issues on Twitter. Their governments are increasingly committing human rights abuses and even torture against those who protest. The current political environment is not sustainable and is driving foreign companies out of the region due to security concerns.
Ebrahim said that there were three scenarios that could play out in the region. The first is continuation of the status quo, which he believes is not sustainable and would ultimately precipitate inevitable but difficult political transitions in Gulf states. The second scenario involves a political “opening up” in Saudi Arabia, which would have ripple effects in the region. The third and most likely scenario is a political transition in a small country such as Bahrain, which could serve as a model for others. Ebrahim noted that the time for change was now, as the economic outlook for Bahrain is particularly bleak.
More Free Syria
My publication Thursday of a post marginally favoring creation of clearly defined liberated and protected areas inside Syria (“Free Syria”) has elicited, in addition to many laurels I would like to become accustomed to, some critical comments and misunderstandings. I thought I might respond and clarify.
First a clarification: I in no way think the UN is doing anything wrong by pursuing “freezes” in Syria. It is doing what it should be doing, given its institutional role and mission: taking advantage of any opportunity whatsoever to improve the lot of Syrian civilians by embarrassing the warring parties into treating them better. It cannot advocate protected areas that infringe on the sovereignty and territorial integrity of a member state. It needs to respect Damascus’ authority, while trying to get it to demonstrate some restraint.
But from an American perspective, the freezes are not promising. Experience in the Balkans and elsewhere suggests security for those willing to cease their fire (or freeze the disposition of their forces) is vital to success. Nor are freezes likely to serve Washington’s first priority: weakening, containing and defeating the Islamic State (ISIS). The US should do nothing to detract from the UN effort, but it should also be thinking about its own options.
One highly experienced and knowledgeable diplomat commented to me that protected areas along the Turkish border would arouse strong opposition from the Gulf, whose monarchies don’t want to see Turkish influence expanded in an important Arab country.
I’m sure he is correct that the Arab Gulf will react that way, but I am not so sure they are right to do so.
What harm to Arab Gulf interests has greatly increased Turkish influence in Iraqi Kurdistan done? If Gulf countries are concerned, they should balance any Turkish inroads by supporting the protected areas themselves, with money, arms and if need be ground troops to back up the Free Syrian Army. The Turks would presumably be providing cover only from the air, along with the Americans. Saudi King Salman is showing, friends tell me, less hostility towards the Muslim Brotherhood than his predecessor. A modus vivendi with the Brotherhood-led Turks that helps at least some Syrians may not be beyond reach.
The Turks are irrelevant to a protected area near the Jordanian border, where it would presumably get air cover from the Jordanians and the Americans. That is where the US-trained Free Syrian Army troops are being re-inserted. President Obama would be foolish to risk their rout, which would go down in the annals of American failures with the Bay of Pigs. He will have to provide air cover, or convince the Jordanians to provide it. Israel is already providing humanitarian and likely other assistance across its border with Syria, but expanding that to overt military aid seems to me a bridge too far, at least for now.
Iran will have to have a role in any solution in Syria. How would it react to protected areas? The demands of Syria, Yemen, Lebanon and the nuclear talks have already stretched Tehran’s military, financial and diplomatic capacities. Why wouldn’t the Iranians be relieved to see at least a portion of the Syrian opposition walled off in protected areas, which would necessarily be mostly Sunni and Kurdish? That could enable a focus on the fight against ISIS, in parallel with the US-trained Syrian forces, with reduced short-term risks to the Asad regime (though admittedly I wouldn’t have supported the idea if it didn’t increase the longer-term risks to Bashar).
Russia is the big problem. It will see in the proposal for protected areas the kind of slippery slope that allowed a NATO-led military coalition to take down Muammar Qaddafi. But Moscow is tired and broke. It prioritizes Ukraine. Moscow isn’t likely to allow a UN Security Council resolution to create protected areas until it sees a clear US commitment to do it, resolution or not. But it might then figure better to go along, in order to get a resolution that more strictly limits US and allied military action than was the case in Libya.
So yes, there are serious barriers to “Free Syria.” But they are surmountable, with serious US diplomatic and military commitment. That’s what has been lacking.
Uncharted territory
I did a quick interview today for Tomasz Zalewski of the Polish national press agency on the dramatic developments in Yemen. Maybe others will find it of interest:
Q: How serious – and why – is this Houthis rebellion?
A: It is very serious, because it has now collapsed the Yemeni state, whose president and prime minister have resigned. The Houthis cannot hope to govern all of Yemen, so if they take power it is more than likely that southern, and perhaps other, secessions will follow. If they don’t take power, chaos may reign.
They can however be relied upon to fight Al Qaeda in the Arabian Peninsula (AQAP), since they are Shia-affiliated and will have no use for extremist Sunni group. It is also important to say that the state in Yemen may have collapsed, but the society has many other mechanisms for maintaining stability. I expect some of the inclination of Yemenis towards dialogue and away from the worst brutal violence to be in evidence, though it may not prevail.
Q: What international implications can this crisis have, especially in terms of balance of power in the region, considering that the rebels are Shiite Muslims fighting with a Sunni government?
A: The success of the Houthi insurgency is certainly a blow to Saudi Arabia and its Gulf partners, who had sponsored the peace process in Yemen and view the Houthis as sponsored by their adversary, Iran. But the Houthi success does not immediately alter the balance of power in the region, to which Yemen has never contributed much. The Saudis will be very concerned, but Yemen is a small part of the overall Gulf picture.
Q: How can this upheaval impact a broader war with Islamist terrorism, given the fact that Yemen is one of the strongest Al-Qaida center?
A: The Houthis will oppose AQAP, with which they have already been fighting. What is not clear is whether the US will be able to continue its engagement in the fight against AQAP if the Houthis take power in Sanaa, or if chaos prevails. We’ll have to wait and see.
Q: How can the situation develop there?
A: It can develop in many ways, but I imagine we will see things getting worse before they get better. We could see a move by former President Ali Abdullah Saleh to return to power. He is thought to be backing the Houthis. Rebellion and chaos could spread, with some in the southern Hiraak movement wanting to secede and AQAP taking advantage of the situation to recruit young Sunnis and attack critical infrastructure. As UN envoy Jamal Benomar puts it, “we are in uncharted territory.”

Nothing new
President Obama said a lot more about foreign policy in last night’s State of the Union message than many of us expected. But did he say anything new?
His first entry point to international affairs was notable: he got there via exports and trade, pivoting quickly to TTP, the Trans-Pacific Partnership and TTIP, the Trade and Investment Partnership with Europe. Though he didn’t name them, that’s what he was referring to when he appealed for Congress to provide him with what is known as trade promotion authority to negotiate deals with Asia and Europe that are “not only free, but fair.” Nothing new here, just an interesting elevation of economic diplomacy to pride of place. Ditto the plea to close tax loopholes that encourage American companies to keep their profits abroad.
But after a detour to the internet and scientific research, the President was soon back on the more familiar territory of national security. He plugged smart leadership that builds coalitions and combines diplomacy and military power. He wants others to do more of the fighting. But there was little or no indication of how collapsed states like Syria, Yemen and Libya might be governed in the future.
Leaving it to their own devices hasn’t worked out well, but this is a president who (like all his predecessors) doesn’t want to do nationbuilding abroad and who (unlike many of his predecessors) has been disciplined enough to resist it. He talks non-military means but uses force frequently and says he wants an authorization from Congress to use it against the Islamic State, which he is doing anyway.
Russia is isolated and its economy in tatters, the President claimed, but it also holds on to Crimea and a large part of Donbas in southeastern Ukraine. He offered no new moves to counter Putin but rather “steady, persistent resolve.” On Cuba, the Administration has already begun to restore diplomatic ties. The President reiterated that he wants Congress to end the embargo, which isn’t in the cards unless Raul Castro gets converted to multi-party democracy in his dotage.
Iran is the big issue. The President naturally vaunted the interim Joint Plan of Action and hopes for a comprehensive one by the end of June. He promised to veto any new sanctions, because they would destroy the international coalition negotiating with Tehran and ruin chances for a peaceful settlement. All options are on the table, the President said, but America will go to war only as a last resort. Nothing new in that either, though I believe he would while many of my colleagues think not.
Trolling on, the President did cybersecurity, Ebola, Asia-Pacific, climate change and values (as in democracy and human rights), stopping briefly at Gitmo and electronic surveillance along the way. Nothing new here either, just more of that steady, persistent resolve.
Notable absences (but correct me if I missed something): any mention of the Israel/Palestine “peace process,” Egypt, Saudi Arabia (or the Gulf), India (where the President will visit starting Sunday), Latin America (other than Cuba), North Korea.
What does it all add up to? It is a foreign policy of bits and pieces, with themes of retrenchment, reduced reliance on US military power (but little sign of increased diplomatic potency), prevention of new threats and support for American values woven in. The President continues to resist pronouncing a doctrine of his own but wants to be seen as a moderate well within the broad parameters of American internationalism. He is wishing to get bipartisan action from Congress on a few things: trade promotion authority, the authorization to use force, dismantling the Cuba embargo, closing Guantanamo. But none of this is new ground.
He is also prepared to forge ahead on his own. As I’ve noted before, this lame duck knows how to fly.

The troubles we see
This year’s Council on Foreign Relations Preventive Priorities Survey was published this morning. It annually surveys the globe for a total of 30 Tier 1, 2 and 3 priorities for the United States. Tier 1s have a high or moderate impact on US interests or a high or moderate likelihood (above 50-50). Tier 2s can have low likelihood but high impact on US interests, moderate (50-50) likelihood and moderate impact on US interests, or high likelihood and low impact on US interests. Tier 3s are all the rest. Data is crowdsourced from a gaggle of experts, including me.
We aren’t going to be telling you anything you don’t know this year, but the exercise is still instructive. The two new Tier 1 contingencies are Russian intervention in Ukraine and heightened tensions in Israel/Palestine. A new Tier 2 priority is Kurdish violence within Turkey. I don’t believe I voted for that one. Ebola made it only to Tier 3, as did political unrest in China and possible succession problems in Thailand. I had Ebola higher than that.
Not surprisingly, the top slot (high likelihood and high impact) goes to ISIS. Military confrontation in the South China Sea moved up to Tier 1. Internal instability in Pakistan moved down, as did political instability in Jordan. Six issues fell off the list: conflict in Somalia, a China/India clash, Mali, Democratic Republic of the Congo Bangladesh and conflict between Sudan and South Sudan.
Remaining in Tier 1 are a mass casualty attack on the US homeland (hard to remove that one), a serious cyberattack (that’s likely to be perennial too), a North Korea crisis, and an Israeli attack on Iran. Syria and Afghanistan remain in Tier 2 (I think I had Syria higher than that).
The Greater Middle East looms large in this list. Tier 2 is all Greater Middle East, including Libya, Egypt, Jordan, Lebanon, Pakistan, Turkey and Yemen (in addition to Tier 1 priorities Israel/Iran, Syria, Afghanistan and Palestine). That makes 11 out of 30, all in the top two tiers. Saudi monarchy succession is not even mentioned. Nor is Bahrain.
Sub-Saharan Africa makes it only into Tier 3. Latin America and much of Southeast Asia escape mention.
There is a question in my mind whether the exclusively country-by-country approach of this survey makes sense. It is true of course that problems in the Middle East vary from country to country, but there are also some common threads: Islamic extremism, weak and fragile states, exclusionary governance, demographic challenges and economic failure. From a policy response perspective, it may make more sense to focus on those than to try to define “contingencies” country by country. If you really wanted to prevent some of these things from happening, you would surely have to broaden the focus beyond national borders. Russian expansionism into Russian-speaking territories on its periphery might be another more thematic way of defining contingencies.
One of the key factors in foreign policy is entirely missing from this list: domestic American politics and the difficulties it creates for a concerted posture in international affairs. Just to offer a couple of examples: failure to continue to pay Afghanistan’s security sector bills, Congressional passage of new Iran sanctions before the P5+1 negotiations are completed, or a decision by President Obama to abandon entirely support for the Syrian opposition. The survey ignores American “agency” in determining whether contingencies happen, or not. That isn’t the world I live in.
For my Balkans readers: no, you are not on the list, and you haven’t been for a long time so far as I can tell. In fact, it is hard to picture how any contingency today in the Balkans could make it even to Tier 3. That’s the good news. But it also means you should not be looking to Washington for solutions to your problems. Brussels and your own capitals are the places to start.
Not Saudi Arabia
I arrived back from the United Arab Emirates (UAE) this morning. You can attribute any nonsense in this post to the 14-hour plane ride. I went there with colleagues from the Johns Hopkins School of Advanced International Studies to contribute to planning for the UAE diplomatic academy, which aims to professionalize training for the small but growing Emirates diplomatic corps. But of course I kept my eyes and ears open to learn as much as possible in an admittedly superficial three-day visit. Those who know the UAE well can skip this post.
Abu Dhabi, the capital, is centered on an island that commands spectacular beaches and an excellent view of the Gulf. Almost everything visible to a casual visitor is new. Independent only since 1971, the seven Emirates rely on Abu Dhabi’s substantial oil resources for pretty much everything in sight: spectacular highrise apartments and offices, opulent hotels, excellent restaurants and a quiescent population of 9.3 million, 85% of whom are non-citizens. Per capita GDP is a bit higher than in the US. English, Urdu, Punjabi, Thai and other foreign languages are at least as common as Arabic. The infrastructure is impressive: the 12-lane highway through Dubai (the business metropole) as well as the Burj al Khalifa skyscraper, air conditioning everywhere, green laws and shrubs irrigated with desalinated sea water, photographic
enforcement of driving regulations that sends you a text message with the amount of your fine within 20 minutes of a violation. Traffic is remarkably calm and disciplined by Middle Eastern standards. In an accident the foreigner is usually at fault.
The social contracts are clear:
- non-citizens get to stay and earn decent salaries that would be unthinkable in their home countries so long as they have employment and behave themselves;
- citizens get subsidies and good jobs if they want them, but the running of the country is left to a small elite.
Worker safety issues, especially for the many foreigners working in construction, have attracted attention. There are consultative mechanisms to allow for individual citizen petitions and complaints, but organized political opposition would be unwelcome. Public discourse values respect, not tolerance, including for the non-Muslim and non-Sunni majority (most citizens are Sunni Muslims). Hospitality is important. If someone serves you tea in a cracked cup, you know you weren’t welcome.
There is a palpable sense of common good, usually attributed to the country’s founder, Sheikh Zayed bin Sultan al Nahyan. It was he who decided that Abu Dhabi’s oil wealth would be shared with the other British “trucial states,” which originally included near neighbor Qatar and somewhat farther neighbor Bahrain. President for 33 years after independence in 1971 (elected by the other Emirate Sheikhs), Sheikh Zayed is honored as the “man who built a nation” and began the still on-going engagement of the UAE in “global philanthropy,” which today has the Emirates engaged in supporting the Syrian opposition, the restored military regime in Egypt, the relatively liberal side of the Libyan revolution, the training of a new army for Somalia and other international causes. Whatever we give away, one diplomat told me, will eventually come back in appreciation and good will.
At home, what was until recently a traditional tribal society is changing, but only so much. There are no more bedouins or pearl divers. Men normally wear the kandura, a white robe, and white guthra (headdress). Women are being educated in substantial numbers, but the burqa and niqab are still common. Western women run on the downtown bike paths in Abu Dhabi in sports bras and shorts past completely covered Arab women pushing strollers, but I am assured that in some of the other Emirates things are not so relaxed. Arranged marriages are less frequent than in the past, but they are still sometimes used to settle conflicts between families. Social and tribal status is still an issue. I heard that the foreign ministry, which is keen to recruit women as diplomats, will pay for a male relative to accompany its unmarried employees on trips abroad.
The UAE leadership prides itself on being quick and flexible in reacting to world events. The recent fall in oil prices I was told will cause a quick reaction, presumably to cut public expenditure (the diram is tied to the dollar, so devaluation is not an easy option). Or maybe to cut oil production as well? The country runs its oil sector and its giant sovereign wealth funds with a view to ensuring stability and prosperity over the long term. I was told sovereign wealth was not tapped in reaction to the 2008 financial crisis, which hit Dubai’s rapidly appreciating real estate hard. Abu Dhabi footed the bill. Renewable energy is a serious government interest. Islamic finance is practiced.
The almost total absence of any visible security presence surprised me. People come and go in major hotels without passing through magnetometers. Security examination at the foreign ministry is cursory. At the National Archives it was non-existent. I didn’t see a single policeman or woman on the street and only saw a police car once, at the site of a traffic accident. Crime is virtually unheard of. I was assured that the invisible security presence is extensive. When called the police arrive with startling rapidity. Some rougher parts of the country have seen police abuses. But still: this is the Middle East without the usual uniforms, pat-downs and sirens.
It is easy to pooh-pooh the Emirates as more an airline than a country. The number of Boeing 777s at Dubai airport is genuinely impressive. Or to suggest that it is only the abundance of money that makes UAE what it is. But that is not right. It could be Saudi Arabia, with which it remains tightly allied, but it isn’t. The social contracts are holding, at least for now. The Islam is more moderate than radical. That is a lot better than can be said for much of the Middle East.The Emirates seem to me to have spent their money well, even if the lavishness is sometimes over the top or the taste dubious. Hard for Americans to complain about those faults.
