This is called retrenchment
We all anticipated this State of the Union speech would not focus on international issues, but here is my short list of more important things not mentioned or glossed over:
- West Bank settlements (or Palestinians)
- North Korea
- Euro crisis
- Africa or Latin America (not even Cuba),
- Bahrain or Saudi Arabia, virtually no Egypt, Tunisia or Yemen
- China (except as an unfair competitor)
- Turkey, Mexico, Brazil, India or even Russia (except as an emerging market)
- Pakistan (except as an Al Qaeda haven)
- Strait of Hormuz
That’s a pretty spectacular list, even without noting the absence of NATO, Japan, allies, Europe, the UN…
A few notable items that were mentioned:
- Strong on regime change in Syria (putting Assad in the same sentence with Qaddafi could have implications) and on exporting democracy and free markets in general
- Positive about peaceful resolution of the dispute with Iran over nuclear weapons, while keeping all options on the table
- Trade agreements with South Korea, Panama and Colombia
- Burma as the hope of the Pacific!
Of course the President also mentioned withdrawal from Iraq and Afghanistan, security cooperation with Israel, blows delivered against Al Qaeda, and the troops (no mention of civilians serving abroad this time around I’m afraid).
If this is a prelude to the campaign, as rightly it should be, it presages an ever more economically focused foreign policy, with security issues narrowed to a few top priorities and little focus on diplomacy except on a few specific issues. This is a vision for restoring American economic strength at home, not increasing–or perhaps even maintaining–its commitments abroad. This is called retrenchment.
PS: I should have mentioned that Richard Haas calls it “restoration.” That’s a more positive word, but the substance is the same.
The strait of Hormuz: go around
Tehran has been threatening this week to close the strait of Hormuz if sanctions are levied against its central bank, preventing export of Iranian crude. I’m with Simon Henderson: the right response to Iran’s threats is rapid development of alternative routes. He long ago laid out the geography and suggested some options.
It is really rather extraordinary that nothing has been done about this in the several decades since the strait of Hormuz became a key choke point for world oil supplies and a major (and expensive) preoccupation of the U.S. Navy. America spends something like $100 billion per year on military capabilities to protect oil routes. Easily a quarter of that is attributable to the strait of Hormuz. A pipeline from the UAE through Oman that circumnavigates the strait, another through Iraq to Turkey and a couple to get Saudi oil out to the Red Sea are all that is needed to devalue Iran’s geographic trump card. Put one through Yemen and the transit fees will be enough to solve that country’s economic troubles for decades.
I find it puzzling that none of this ever gets done. I was in charge of our preparations for an oil supply disruption in the State Department in the mid 1980s. We spent a small fortune accumulating the Strategic Petroleum Reserve and considerable diplomatic coin getting a few allies to do likewise. We also got them to commit to coordinated, early drawdown, a policy that has been implemented several times successfully over the last couple of decades.
But somehow we have never managed to get oil suppliers to use some of their gigantic flow of cash to circumnavigate the strait of Hormuz. I have to wonder whether we’ve got a moral hazard here: we protect the sea lanes and guarantee that the strait remains open, so Saudi Arabia, the United Arab Emirates and others conclude there is no need to invest in the pipelines that would make the strait less critical. We are hard-strapped now and need to reduce many commitments. Some even propose that we withdraw entirely from the Gulf. That is a a flaky idea in my book, but it is perfectly reasonable to expect oil producers–and other consumers–to carry more of the burden of ensuring that Gulf oil continues to flow.
PS: Michael Rubin views the Iranian threat as a hollow because Tehran needs to import gasoline and American military superiority more than suffices to keep the strait open. But he neglects the economic damage that even ineffective military action in the strait (or anywhere in the Gulf) will cause worldwide. He also emphasizes Iraqi vulnerability, which would be significantly reduced if oil could be exported in larger volumes to Turkey.
Ten places ICG neglects
I don’t entirely agree with ICG’s “Next Year’s Wars,” their choice of conflicts is idiosyncratic, and they don’t really predict anything, but it is hard to compete with an organization that has smart people on the ground in difficult places. I’ll focus on 10 places they don’t mention:
1. Russia: Putin doesn’t make it over 50% in the March 4 election but wins the second round. Demonstrations continue but he resists new parliamentary polls. Weakened, Putin lashes out at his opposition and makes things worse. Who knows where this ends, but it will probably not be in 2012.
2. Saudi Arabia: Crown Prince Nayef succeeds to the throne and tries to roll back King Abdullah’s modest reforms. Demonstrations break out but are brutally repressed. Oil prices, already high due to Iran’s threats to the strait of Hormuz, skyrocket.
3. Iraq: The Sadr bloc’s call for new elections in Iraq is echoed by the Kurds and eventually Iraqiyya. Maliki tries to avoid it, but he eventually falls to a vote of no confidence in parliament and elections are held towards the end of the year. I’m not going to predict the outcome.
4. Egypt: The constitutional process is difficult and delayed, but presidential elections are held in the fall (postponed from June). Secularist candidates split their constituency, the Muslim Brotherhood blows its lead by pressing social conservatism and Abdel Fotouh, a relatively moderate Islamist, wins.
5. Libya: Continues to implement its established roadmap, elects the “National Public Conference,” prepares a constitution and succeeds in disarming, demobilizing and reintegrating most militias.
6. Bahrain: The Americans continue to support the regime. Iran, stung by tightened sanctions, sponsors demonstrations against the Fifth Fleet.
7. Sudan: War, between north and south. South wins, takes back Abyei and part of South Kordofan. President Bashir is shipped off to The Hague by his generals.
8. Zimbabwe: Mugabe dies, his loyalists hang on but can’t manage the economic collapse. The opposition takes over.
9. Balkans: Serbia gets candidacy status for the EU but that fails to save President Tadic’s Democratic Party from a parliamentary election defeat. Kosovo meets all the requirements but continues to be denied the European Union visa waiver. Bosnia gets a new government but no constitutional reform.
10. United States: Republicans nominate Mitt Romney. Economy continues slow recovery. Barack Obama is reelected, by a smaller margin than in 2008. Al Qaeda succeeds post-election in mounting a non-devastating suicide bombing.
And for extra measure:
11. China: Big real estate crash late in the year cripples Chinese banks and causes bigger problems for the world economy than the euro, which muddles through.
12. Israel/Palestine: Big but largely nonviolent demonstrations on the West Bank. Israelis say “genug ist genug” and unilaterally withdraw from Palestinian population centers.
That should give me something to write about a year from now! None of it should be mistaken for advocacy, and a good bit of it is based on feel rather than analysis.

OK Santa Claus, here’s what I want
I’m hoping it’s true Yemen’s President Saleh is coming to the U.S. As that eagle-eyed young journalist Adam Serwer tweeted: “not to prosecute him…would be, u know, awkward.” That set me thinking about other good fortune that might come our way this Christmas eve:
1. Syria’s president Bashar al Assad decides he really wants to practice opthamology in London.
2. North Korea’s “supreme commander” Kim Jong Un wants to see professional American basketball so much he decides to give up the nuclear nonsense and buy an NBA team for Pyongyang instead. Lots more prestige and very lucrative.
3. Iran follows suit, abandoning its pan-Islamist pretensions, separating mosque and state and restoring close relations with Israel. It also buys an NBA team for Tehran.
4. Iraq’s Prime Minister Nouri al Maliki declares peace on earth and good will towards Sunnis and Kurds, steps down from power and invites Iraqiyya to name a replacement.
5. The new Islamist-run governments in Tunisia, Egypt (and yes, eventually) Libya follow the Iranian example, which convinces them separation of mosque and state are the best protection for religious freedom and will encourage religious devotion, as it seems to do in the U.S.
6. The Saudis rise to the occasion and do likewise, making the king a constitutional monarch to boot.
7. Bahrain does the same. Yemen gets not only a democratic government but lots of water.
8. Without implacable enemies, Prime Minister Netanyahu reaches a quick agreement with the Palestinians, whose state is admitted to the UN with no opposition.
9. The Taliban see that their Islamist counterparts in Tunisia, Egypt and Libya are on to a good thing and reach a power sharing agreement with the Northern Alliance, jettisoning President Karzai and precipitating an early American withdrawal.
10. Pakistan follows up American withdrawal and the new government in Kabul by reaching a broad-ranging agreement with India, including self-determination for Kashmir.
11. Al Qaeda opens a resort on the Somali coast called “The Caliphate.”
12. I retire to observe the peaceful competition between China and the United States, who compete in ping pong but do everything else collaboratively.
If Santa Claus really does exist, children, he’ll bring me those things for the 12 days of Christmas. If he doesn’t, then…
What threatens the United States?
The Council on Foreign Relations published its Preventive Priorities Survey for 2012 last week. What does it tell us about the threats the United States faces in this second decade of the 21st century?
Looking at the ten Tier 1 contingencies “that directly threaten the U.S. homeland, are likely to trigger U.S. military involvement because of treaty commitments, or threaten the supplies of critical U.S. strategic resources,” only three are defined as military threats:
- a major military incident with China involving U.S. or allied forces
- an Iranian nuclear crisis (e.g., surprise advances in nuclear weapons/delivery capability, Israeli response)
- a U.S.-Pakistan military confrontation, triggered by a terror attack or U.S. counterterror operations
Two others might also involve a military threat, though the first is more likely from a terrorist source:
- a mass casualty attack on the U.S. homeland or on a treaty ally
- a severe North Korean crisis (e.g., armed provocations, internal political instability, advances in nuclear weapons/ICBM capability)
The remaining five involve mainly non-military contingencies:
- a highly disruptive cyberattack on U.S. critical infrastructure (e.g., telecommunications, electrical power, gas and oil, water supply, banking and finance, transportation, and emergency services)
- a significant increase in drug trafficking violence in Mexico that spills over into the United States
- severe internal instability in Pakistan, triggered by a civil-military crisis or terror attacks
- political instability in Saudi Arabia that endangers global oil supplies
- intensification of the European sovereign debt crisis that leads to the collapse of the euro, triggering a double-dip U.S. recession and further limiting budgetary resources
Five of the Tier 2 contingencies “that affect countries of strategic importance to the United States but that do not involve a mutual-defense treaty commitment” are also at least partly military in character, though they don’t necessarily involve U.S. forces:
- a severe Indo-Pak crisis that carries risk of military escalation, triggered by major terror attack
- rising tension/naval incident in the eastern Mediterranean Sea between Turkey and Israel
- a major erosion of security and governance gains in Afghanistan with intensification of insurgency or terror attacks
- a South China Sea armed confrontation over competing territorial claims
- a mass casualty attack on Israel
But Tier 2 also involves predominantly non-military threats to U.S. interests, albeit with potential for military consequences:
- political instability in Egypt with wider regional implications
- an outbreak of widespread civil violence in Syria, with potential outside intervention
- an outbreak of widespread civil violence in Yemen
- rising sectarian tensions and renewed violence in Iraq
- growing instability in Bahrain that spurs further Saudi and/or Iranian military action
Likewise Tier 3 contingencies “that could have severe/widespread humanitarian consequences but in countries of limited strategic importance to the United States” include military threats to U.S. interests:
- military conflict between Sudan and South Sudan
- increased conflict in Somalia, with continued outside intervention
- renewed military conflict between Russia and Georgia
- an outbreak of military conflict between Armenia and Azerbaijan, possibly over Nagorno Karabakh
And some non-military threats:
- heightened political instability and sectarian violence in Nigeria
- political instability in Venezuela surrounding the October 2012 elections or post-Chavez succession
- political instability in Kenya surrounding the August 2012 elections
- an intensification of political instability and violence in Libya
- violent election-related instability in the Democratic Republic of the Congo
- political instability/resurgent ethnic violence in Kyrgyzstan
I don’t mean to suggest in any way that the military is irrelevant to these “non-military” threats. But it is not the only tool needed to meet these contingencies, or even to meet the military ones. And if you begin thinking about preventive action, which is what the CFR unit that publishes this material does, there are clearly major non-military dimensions to what is needed to meet even the threats that take primarily military form.
And for those who read this blog because it publishes sometimes on the Balkans, please note: the region are nowhere to be seen on this list of 30 priorities for the United States.
Countering the counter-revolution
It all seemed elegantly simple 10 months ago: peaceful demonstrators took to the streets and threw out autocrats who had ruled for decades in Tunisia and Egypt.
Now it is far more complicated. In Egypt the army that helped to remove Hosni Mubarak is holding on to power and engaging in pitched urban battles with both Islamist and secular protesters. In Syria, Bashar al Assad is killing dozens a day to preserve his regime. In Yemen, Ali Abdullah Saleh continues to defy both protesters and army rebels. The UN envoy’s claim today that an agreement has been reached is at best prelude to a negotiation over getting it signed, which has failed several times. In Libya, militias that once fought Muammar Qaddafi have begun to fight each other, defying the leadership of the National Transitional Council and its recently appointed interim prime minister.
The forces of counter-revolution are alive and well. They should not be underestimated. Many Egyptians crave stability and will support the army. Minorities and businesspeople in Syria continue to support the regime, fearing loss of privilege and protection if it falls. The young men with guns in Yemen and Libya, wanting their slice of power and money, won’t hesitate to defy unelected leadership that is largely unarmed. Things can still go awry in all these places, as they have already in Bahrain, where the monarchy has managed to consolidate its power (with help from Saudi Arabia and the United Arab Emirates) even as it admits that some of the security forces have used excessive force in dealing with protesters.
What is needed to keep these revolutions on track towards democratic outcomes? It certainly helps to have, as in Tunisia and Libya, a clear roadmap for when parliamentary (or constituent assembly) elections are to held as well as how and when a new constitution is prepared and presidential elections held. Egypt has changed its plans several times. Now even the first round of parliamentary elections scheduled for November 28 is in doubt. Yemen has never had a clear plan, and the opposition Syrian National Council is just now elaborating a program.
But even more critical than a plan is an authority recognized as legitimate by most people who support the revolution. The Egyptian Supreme Council of the Armed Forces lost it legitimacy with many of those who supported the revolution months ago. The Libyan National Transitional Council seems still to have it. The Syrian National Council is still trying to acquire it. Yemen has intended to rely on the existing, constitutional order, with power turned over to the vice president in preparation for elections three months later.
International recognition of an interim authority can help, as it did in Libya, but it cannot substitute for strong roots within the country. This is what makes Bahrain so difficult: the Sunni monarchy there will want to manage a controlled transition to a slightly more constitutional system on its own, without serious input from the country’s Shiite majority. Tomorrow’s publication of an independent commission of inquiry report on the February/March protests there will mark a new phase–the protesters will need to decide quickly whether to restart their efforts in the street or look instead to the negotiating table.
Most important in Bahrain and elsewhere is that protesters need to be certain that they have truly broad popular backing as they press for faster and more complete change. It is not enough to claim to represent the 99%, as Occupy Wall Street does in the U.S. They have to be truly in tune with the 99%, which is difficult when the 99% is split in many different ways, foreign powers are tugging in different directions and autocrats are warning of public disorder. There is no substitute for wise, indigenous leadership that can decide when to go to the streets and when to go to the ballot box.
