The slough of despair
The Wilson Center Tuesday hosted a panel on Ukraine and its challenges. Speakers included former Ambassador to Lithuania John Cloud, now Professor of National Security Affairs at the US Naval War College, his colleague Professor Nikolas K. Gvosdev and Matthew Rojansky, Director of the Kennan Institute at the Wilson Center, who also moderated the event.
Rojansky shared insights from his recent travel to Ukraine. He warned that the media’s portrayal of Ukraine is different from events on the ground. From the Ukrainian point of view, the conflict is about values and the survival of Western civilization. There is a culture war between neo-Soviet culture and the resurgence of Western Ukrainian ideas and history.
Rojansky also emphasized the severe cognitive dissonance in the country, where there are people experiencing the impact of war every day, as well as those who are isolated from it. He claimed that macro-level psychological impacts, such as cognitive dissonance and untreated post traumatic stress, could be extremely unhealthy for Ukrainian society.
Cloud talked about his experience visiting bordering areas of Ukraine, near Poland, Latvia and Lithuania. He explained the slow and painful process of reforms, wracked by poor coordination. Reforms have been on and off for a long time with few concrete results, resulting in public distrust of the government.
The need for economic reform is acute, given Ukraine’s high levels of inflation and budget deficit. Oligarchs continue to do well and therefore are resistant to change. Cloud suggested three solutions:
- Prosecute or force the oligarchs to leave the county,
- Strike a deal with them, or
- Create a thriving middle-class, which is the hardest solution of the three options.
Cloud also discussed the European Union’s “donor fatigue.” Although Ukraine is only entering its second year of conflict since the revolution began, the EU has been assisting Ukraine for the past 24 years. The Commission has nevertheless put together a $1.2 billion macroeconomic assistance program—the largest such package the EU has ever provided.
This does not mean the EU has severed relations with Russia. The Union has made concerted efforts to keep Russia content, notably by inviting Russia to join discussions on the impact of the Deep and Comprehensive Free Trade Area (DCFTA)—a free trade area between the EU and Ukraine.
Gvosdev described three important themes of the Ukraine-Russia crisis. First, he viewed the European conflict as a “crisis of rules,” in which the enforcement of EU rules is imposing a cost that the Europeans are unwilling to pay. He cautioned, however, against avoiding enforcement, as it carries a higher cost in the long-term.
Second, the EU lacks unity. The further west and south one goes in Europe, the less Ukraine is an issue. This disparity has made it difficult to create an EU framework agreed by both Poland and Spain. Building a unified response to Ukraine will require compromises and concessions from all EU member states. Another point of disagreement is the resettlement of migrants. Eastern European countries are very resistant to accepting Ukrainian migrants and worry about radicalized refugee flows.
Third are the geopolitical and geoeconomic implications of the crisis. Geopolitically, Russia is challenging post-Cold War stability and threatening the current world order. Economically, many business interests are at stake, including the Asia-Pacific “Silk Road,” which will pass through Russia. Many businesses lack confidence in North America’s shale gas and would like to keep Russia as Europe’s energy supplier.
A huge sense of fatigue and pessimism casts a shadow on the Ukraine-Russia crisis. Gvosdev said that Euro-Atlantic solidarity is questionable and the US is unlikely to play a major role as it gets caught up in domestic politics with the nearing presidential elections.

Large sections of the population live in poverty and survive on subsistence agriculture, while inefficient but omnipresent regulatory agencies inhibit business formation throughout the economy. Al Qaeda in Iraq was a decentralized network that could move quickly, strike ruthlessly, then seemingly vanish into the local population. Mr. Vučić comes to Washington
Prime Minister Vučić’s visit to Washington this week, which included a public appearance at Johns Hopkins SAIS, prompted inquiries from the Serbian media. Here are their questions and my answers:
Blic
1. How do you evaluate the results of the visit of prime minister Vučić to SAD?
A: I think Prime Minister Vučić had a very successful visit to the US. He came asking for American political support for Serbia’s European ambitions and he got it.
2. In your opinion, how his lecture look like, what were the reactions?
A: His lecture at the Johns Hopkins School of Advanced International Studies was great. The reaction was enthusiastic. He left lots of time for questions and was asked some difficult ones. He tried to respond directly to them, which is what Americans like to hear. He clearly wants Serbia to be seen as a reliable international partner, one that does not over-commit to things it cannot deliver.
3. What are the key messages from that lecture and how do you interpret that message?
A: The Prime Minister made it clear that Serbia has made a strategic choice for Europe, that it is not trying to balance between Europe and Russia, but that NATO membership and Serbia’s ultimate relationship with Kosovo are still open questions.
He was modest about what Serbia can deliver in its OSCE chairmanship on Ukraine. He explained Serbia’s failure to align with EU sanctions against Russia as due to lack of EU compensation for Serbian producers who would suffer the consequences.
The Prime Minister was clear about his personal commitment to media freedom, a more efficient and independent judiciary, and resolution in the courts of responsibility for the murder of the Bytyqi brothers. Those of us interested in the Balkans will be interested to see how and when these commitments fulfilled, but the overall impression was very positive: he is thoughtful, clear and committed.
He made it clear he wants Serbia to be a factor of stability in the region, which is suffering a rise in nationalist sentiment that could lead to more problems. He is also committed to Serbia’s internal stability, which is challenged by difficult social and economic circumstances.

1. In short, what is your analysis of the results of the visit?
A: The Prime Minister came looking for American political support for Serbia’s European Union prospects. He got that so far as I know. He also wanted to make a good impression as someone who considers his commitments carefully and fulfills them. He succeeded at that as well. And he wanted to portray Serbia as a factor for stability in the region, which is something Americans welcome.
2. In your opinion, what was the most important issue for the US side and what for the Serbian prime minister?
A: For the US, I think the most important point was this last one: Serbia is central to the region. Its commitment to stability and peaceful conflict resolution makes a big difference in Kosovo, Bosnia, Croatia and Montenegro. I imagine officials discussed this in some detail with respect to each of these countries.
For the Prime Minister, the main thing seems to have been gaining US political support for Serbia’s EU candidacy. I think he got that commitment in general terms. But of course Serbia has to deliver on the EU requirements, especially with respect to an independent judiciary and media freedom.

- Israel’s Periphery Doctrine and Search for Middle East Allies | Thursday March 12 | 2:00 – 3:30 | Brookings Institution | REGISTER TO ATTEND | Israel’s objectives of national security and stability amidst a complex geopolitical environment led it to pursue, shortly after the founding of the nation in 1948, an overarching foreign policy strategy known as the “periphery doctrine.” Author Yossi Alpher outlines this doctrine in his new book, Periphery: Israel’s Search for Middle East Allies (Rowman & Littlefield, 2015). On March 12, the Intelligence Project at Brookings will host Alpher, a former Israeli intelligence officer, for a discussion of the components, successes, and failures of the periphery doctrine; the strategy’s recent revitalization; and how the doctrine should be adapted to meet new global challenges. Brookings Senior Fellow Bruce Riedel, director of the Intelligence Project, will provide introductory remarks and moderate the discussion.
More Free Syria
My publication Thursday of a post marginally favoring creation of clearly defined liberated and protected areas inside Syria (“Free Syria”) has elicited, in addition to many laurels I would like to become accustomed to, some critical comments and misunderstandings. I thought I might respond and clarify.
First a clarification: I in no way think the UN is doing anything wrong by pursuing “freezes” in Syria. It is doing what it should be doing, given its institutional role and mission: taking advantage of any opportunity whatsoever to improve the lot of Syrian civilians by embarrassing the warring parties into treating them better. It cannot advocate protected areas that infringe on the sovereignty and territorial integrity of a member state. It needs to respect Damascus’ authority, while trying to get it to demonstrate some restraint.
But from an American perspective, the freezes are not promising. Experience in the Balkans and elsewhere suggests security for those willing to cease their fire (or freeze the disposition of their forces) is vital to success. Nor are freezes likely to serve Washington’s first priority: weakening, containing and defeating the Islamic State (ISIS). The US should do nothing to detract from the UN effort, but it should also be thinking about its own options.
One highly experienced and knowledgeable diplomat commented to me that protected areas along the Turkish border would arouse strong opposition from the Gulf, whose monarchies don’t want to see Turkish influence expanded in an important Arab country.
I’m sure he is correct that the Arab Gulf will react that way, but I am not so sure they are right to do so.
What harm to Arab Gulf interests has greatly increased Turkish influence in Iraqi Kurdistan done? If Gulf countries are concerned, they should balance any Turkish inroads by supporting the protected areas themselves, with money, arms and if need be ground troops to back up the Free Syrian Army. The Turks would presumably be providing cover only from the air, along with the Americans. Saudi King Salman is showing, friends tell me, less hostility towards the Muslim Brotherhood than his predecessor. A modus vivendi with the Brotherhood-led Turks that helps at least some Syrians may not be beyond reach.
The Turks are irrelevant to a protected area near the Jordanian border, where it would presumably get air cover from the Jordanians and the Americans. That is where the US-trained Free Syrian Army troops are being re-inserted. President Obama would be foolish to risk their rout, which would go down in the annals of American failures with the Bay of Pigs. He will have to provide air cover, or convince the Jordanians to provide it. Israel is already providing humanitarian and likely other assistance across its border with Syria, but expanding that to overt military aid seems to me a bridge too far, at least for now.
Iran will have to have a role in any solution in Syria. How would it react to protected areas? The demands of Syria, Yemen, Lebanon and the nuclear talks have already stretched Tehran’s military, financial and diplomatic capacities. Why wouldn’t the Iranians be relieved to see at least a portion of the Syrian opposition walled off in protected areas, which would necessarily be mostly Sunni and Kurdish? That could enable a focus on the fight against ISIS, in parallel with the US-trained Syrian forces, with reduced short-term risks to the Asad regime (though admittedly I wouldn’t have supported the idea if it didn’t increase the longer-term risks to Bashar).
Russia is the big problem. It will see in the proposal for protected areas the kind of slippery slope that allowed a NATO-led military coalition to take down Muammar Qaddafi. But Moscow is tired and broke. It prioritizes Ukraine. Moscow isn’t likely to allow a UN Security Council resolution to create protected areas until it sees a clear US commitment to do it, resolution or not. But it might then figure better to go along, in order to get a resolution that more strictly limits US and allied military action than was the case in Libya.
So yes, there are serious barriers to “Free Syria.” But they are surmountable, with serious US diplomatic and military commitment. That’s what has been lacking.
