- Renewed Violence in the Central African Republic: The Roots of a Political Crisis | Monday, November 30th | 12:30-2:00 | US Institute of Peace | REGISTER TO ATTEND | Leaders and citizens of the Central African Republic, with the support of the international community, are currently focusing resources and energy on laying the groundwork for a peaceful constitutional referendum and elections in the coming months. But sustained peace in in the country will require longer-term efforts as well, because the recent crisis is rooted in decades of poor governance and persistent insecurity. After the elections, Central African Republic policymakers and the international community will be challenged to lay the groundwork for the new government by addressing the longstanding grievances that contribute to the cyclical nature of the violence in CAR. The panel will bring together some of the foremost experts on the Central African Republic’s recent history of rebellion and instability, including the two most recent coups, international intervention efforts, the country’s political economy, and the ongoing series of United Nations and regional peacekeeping efforts. The experts will draw on their contributions to Making Sense of the Central African Republic, published by Zed Books, to make policy recommendations for the crucial remaining steps in CAR’s political transition and beyond. - 3-D Printing the Bomb? The Challenge for Nuclear Nonproliferation | Tuesday, December 1st | 10:30-12:00 | The Carnegie Endowment | REGISTER TO ATTEND |3-D printing has opened the world to a revolution in manufacturing. But this new technology may enable the most sensitive pieces of a nuclear weapons program to be more easily produced and transferred undetected around the globe. - Developmental Approaches to Countering Violent Extremism | Tuesday, December 1st | 11:00-12:30 | Center for Strategic and International Studies | RSVP to PPD@csis.org | Join us for an expert discussion on the role of development actors in addressing the drivers and manifestations of violent extremism. Although the events and aftermath of September 11, 2001 forced governments around the world to develop new counterterrorism tactics, the rise of ISIS and other violent extremist groups has focused international attention on the underlying risk factors and risk processes that make young people, in particular, vulnerable to radicalization and recruitment.
Development actors have invested significant time and resources into understanding the drivers of violent extremism and developing an evidence-based approach to address these factors. Yet, many questions remain about the most salient development-related drivers and the viability of taking a holistic, developmental approach to violent extremism. Panelists will discuss the contributions that development actors can play in preventing violent extremism and uncovering the limitations to these approaches. Daniel F. Green, director of CSIS’s Human Rights Initiative. - Berets are OK, Headscarves are not | Wednesday, December 2nd | 12:30-2:00 | Georgetown University | REGISTER TO ATTEND | Relations between the French state and public visibility of religion, particularly Islam, became openly confrontational in the late 1980s with the infamous “headscarf affair” in public schools, where Muslim students were expelled from school for wearing a hijab (Islamic headscarf). With respect to public displays of religion, the initial response of public authorities was a lenient application of laïcité towards the general public but a rigid one towards civil servants. In the 2000s, there were escalating public struggles between public manifestations of religious affiliation and politicians increasingly fighting for a restrictive application of laïcité that regards religious displays as a violation of public order. This increasing politicization of laïcité, where religious freedom was seen as an assault on cultural and republican values, has resulted in a toughening of the legislative speech on religious signs, particularly against Muslims who were seen as more openly violating French cultural norms. While restrictions of expression of religious affiliation of students began in public schools, we are now observing an extension of this control to people in public spaces. This expansion of repressive policies will end badly not only for Muslim minorities in Europe, but also the overall legitimacy and integrity of modern European liberal values. - Examining the Puzzle of Non-Western Democracy | Tuesday, December 2nd | 12:15-1:45 | The Carnegie Endowment | REGISTER TO ATTEND | Many people in non-Western countries say that they want a democratic system of governance—but just not Western-style democracy. Yet what is meant by non-Western democracy often remains unclear, and at times is merely a cover for non-democratic practices. A new book by Carnegie senior associate Richard Youngs, The Puzzle of Non-Western Democracy, examines the growing search for variation in democratic practice and the implications of this search for Western democracy assistance providers. Youngs argues that it is most useful to focus on the common challenge of democratic renewal in both Western and non-Western countries, and he identifies areas of democratic variation that may help to productively channel efforts for such renewal. Richard Youngs will present the core arguments of his book in a roundtable event. Shadi Hamid, senior fellow at the Brookings Institution, and Sandra Pepera, director for gender, women, and democracy at the National Democratic Institute, will offer comments on the different regional applications of these issues. Thomas Carothers will moderate the discussion.

- Building Regional Stability: Addressing Pakistan’s Conflict – Displaced Persons | Thursday, December 3rd | 3:30-4:30 | Atlantic Council | REGISTER TO ATTEND | Given the recent international attention on global refugee issues, including the flow of Afghan and Syrian refugees to the European Union, efforts to keep conflict-displaced persons in their home countries and repatriate them quickly and effectively has become more significant. Pakistan has over 1 million people still displaced from the conflict in FATA that could join those refugee outflows if an effective and resourced strategy is not in place. Recognizing this, Secretary Kerry announced a $250 million US commitment to help resettle and sustain civilians displaced by the Pakistani military’s campaign against militant group, and this month a $30 million USAID-supported FATA livelihoods and education recovery program launched as part of that pledge. John Groarke, USAID’s Pakistan Director, will join us to discuss this challenge facing Pakistan and the region. Precious little Thanksgiving
Thanksgiving is when Americans, who constitute only about half peacefare’s readers, join with family and friends to acknowledge their many blessings. This year that means relative prosperity across much of the country, a parade of giant balloons in New York City, and a lot of good food and cheer–plus a bit of intra-family political controversy–at the single serious meal most of us indulge in today.
But the world is not in good shape and we all know it. Civil war rages in Syria, Libya and Yemen, three former dictatorships that failed to make the transition to democracy after political upheavals in 2011. Islamic State and Al Qaeda-linked terrorists have attacked in Beirut, Sinai, Bamako, Paris and elsewhere. Syrians, Afghans and Africans from many sub-Saharan countries are flowing into Europe, driving politics to the nationalist/nativist right and raising difficult security questions, with echoes in the US.
The Turkish downing of a Russian warplane has upped the ante. I don’t doubt that the Russians violated Turkish airspace or that the Turks warned the Russian pilots. It would be impossible to bomb along that portion of the Syrian/Turkish border without crossing into Turkish territory. But those are not the only reasons Turkey acted. The Russians were bombing Turkmen rebels fighting Bashar al Assad’s forces. Erdogan was making Obama’s rhetorical point with bombs: Russia is welcome to fight the Islamic State, but not to fight relatively moderate rebels opposing the dictatorship.
The escalation is nevertheless dangerous. The Syrian civil war is already a proxy war between Shia Iran and Sunni Arab Gulf states plus Turkey. The Turkish move risks engaging NATO and the US, which are understandably loathe to come to blows directly with Russia. I’d anticipate increasing pressure to produce results at peace talks to be convened early in January. But impending peace talks will also provide an incentive for the warring parties inside Syria to grab as much territory as possible, before a ceasefire freezes them in place.
The situation in Libya, Yemen and Iraq is no more promising. The Islamic State is using the impasse in Libya to deepen and expand its footprint, especially in and around Qaddafi’s hometown of Sirte. In Yemen the fighting continues, with Houthi rebels only slowly yielding ground to Saudi- and UAE-supported ground forces (reportedly including Colombian mercenaries) while Al Qaeda in the Arabian Peninsula deepens and expands its footprint in more desolate parts of the country. Iraqi forces are making gradual but agonizingly slow progress against the Islamic State in Anbar, but Mosul and much of western Iraq remain out of Baghdad’s control.
Little of these Middle Eastern dramas are reflected directly in the United States. The numbers of refugees President Obama wants to take in are small even compared to what the Europeans are accepting, who in turn are less than 25% of the total who have already left Syria. The West is unwilling to throw its doors open to desperate Syrians, especially the Muslim ones, fearing that there may be terrorists hiding among them and neglecting to notice how refusal to admit refugees will help Islamic State and other extremist recruitment efforts. John Oliver captured the irony well with this:
There was only one time in American history when the fear of refugees wiping everyone out did actually come true, and we’ll all be sitting around a table celebrating it on Thursday.
I hope Americans will remember this bit of irony and try to spare some sympathy not only for the natives we displaced but also for the Middle Easterners who have so little to celebrate this year.

Remember Paris
The pundit world will spend the next week debating what went wrong to allow the Paris attacks to happen and how similar attacks there and elsewhere might be prevented. The culprits will include Edward Snowden (for inhibiting eavesdropping), Barack Obama (for not doing enough in Syria), George W. Bush (for invading Iraq), the Quran (for inspiring violence), Arab autocrats (for repressing their populations), France (for not integrating its Muslim population), multinational corporations (for globalization that has lowered wages and impoverished people worldwide), Russia (for intervening in Syria), the internet (for enabling recruitment of extremists) and at least a dozen other contributing forces and factors.
None of this will enlighten us much. The sad fact is that you and I can do precious little to protect ourselves from violence of this sort: weapons and explosives are readily available to those who want them in many countries, including the US. Nor can our governments do much more than they are already doing. Killing sprees that target random individuals can always get past the limited security defenses at a rock concert or the non-existent defenses at an outdoor cafe. The Paris attacks might have killed and wounded many more people. Once perpetrators open fire, only brave souls willing to sacrifice themselves for the sake of others–like the three Americans on a French train a couple of months ago–can stop the carnage before security forces arrive.
The American equivalent of the Paris attacks would be on the order of 600 people killed. That is fewer than 9/11, but getting up to the same order of magnitude. The effects in France and beyond will be dramatic: lowered tourism, tightened security measures, hindered travel, lower economic growth, strengthened nativist political movements, military retaliation, and likely more attempts to up the ante. We’ll return to the rhetoric of the “war on terror,” forgetting how misguided that idea was 14 years ago and the mistakes it led us to make.
Political violence is a technique, not an enemy.
Our enemy should be political extremism. The Islamic State has claimed responsibility for the Paris attacks, as well as the downing of a Russian airliner over Sinai. If those claims are confirmed (I fully expect they will be), the enemy should be called by the name he uses: Muslim political extremism. The Islamic State is a self-declared mass murderer that targets civilians and aims to terrorize those it regards as its enemies into submission to its will, in particular by withdrawing from Muslim countries and leaving them to be welded into a caliphate ruled in accordance with a distorted interpretation of the Quran.
The irony is that Islamic State activities are discouraging Western withdrawal from the Middle East, not encouraging it. Most Americans (among them the President) would gladly leave Libya, Syria and Yemen to pursue their own civil wars, if they thought no harm would cross the Atlantic or the Mediterranean as a result. There really isn’t much in any of those benighted countries to attract American interest other than al Qaeda and the Islamic State, which may be able to kill random Americans at home and abroad but present no existential risk to the United States.
We have to remember Paris, in particular the victims. The French authorities need to prosecute the perpetrators, who surely go beyond the narrow circle of the already dead shooters. The American-led coalition should press the fight against the Islamic State’s military forces in Iraq and Syria. But we need to be careful not to do things that will make things worse: prejudice against Muslims as a group, denial of their equal and inalienable rights, and indiscriminate military or police attacks. Doing too much of the wrong things can be just as harmful as doing too little of the right things.
The Anwar al-Awlaki tale
On Thursday Brookings hosted a conversation with the national security reporter for the New York Times, Scott Shane on “Anwar al-Awlaki, Yemen, and American counterterrorism policy.” Shane discussed his new book, Objective Troy: A Terrorist, A President and the Rise of the Drone, with Bruce Riedel, the director of the Intelligence Project at Brookings. An investigation of al-Awlaki’s path to becoming a charismatic English-language recruiter for al-Qaeda, the book deals with the important question of whether an executive authority should have the power to order the extrajudicial killing of its own citizens. The question of drones is especially relevant today, as Britain has also recently killed two of its citizens who were Islamic State combatants in Syria with a drone.
Riedel began by asking Shane why he became interested in al-Awlaki’s story. Shane highlighted how unexpected it seemed for al-Awlaki to become a conservative Salafi preacher and an ally of al-Qaeda, given his early background. The American-born son of a Yemeni minister who admired America, al-Awlaki studied engineering at Colorado State University. There he became attracted to Salafism, a puritanical, conservative form of Islam. He began preaching his new faith, surprising his roommates. He went on to become the most influential English-language recruiter for al-Qaeda, as well as an operational planner in Yemen. Even after he accepted Salafism, however, this role was not in any sense inevitable.
Shane became intrigued about this trajectory – what changed? He hoped he might shed light on the larger phenomenon of radicalization by investigating al-Awlaki’s story. Al-Awlaki attracted the FBI’s attention at various points, for suspicions of connections to known terrorists and, after 9/11, the hijackers involved in that attack. Shane determined in his research that at that point in his life, there was no real connection. Two of the 9/11 hijackers had attended the San Diego mosque at which he was imam, but al-Awlaki never had knowledge of the plot and soon after condemned the attacks to his younger brother.
What the FBI found, through following his movements on a daily basis, was that al-Awlaki habitually visited prostitutes. In Shane’s opinion, this is a fascinating part of his story that has not been highlighted enough. A well-regarded and even famous preacher on moral aspects of life, al-Awlaki appears a hypocrite when this aspect of his life is known. Though it is a small part of the larger story, it is information that the FBI and the administration could have used to discredit al-Awlaki publicly, reducing his effectiveness as a recruiter, Shane pointed out.
Riedel asked about al-Awlaki’s transition to Yemen, and how he began Inspire, which was a propaganda magazine for al-Qaeda, or as Riedel noted, from another perspective, public diplomacy. Once al-Awlaki was informed about the FBI’s file on him, and in the context of heightened tension about the treatment of Muslims in the US, he moved to the UK, with increasingly frequent trips to Yemen, where he eventually ended up. Al-Awlaki had always been a prolific preacher who was adept at using new media to disseminate his sermons – cassette tapes in the 90s, then box-sets of CDs, and finally Youtube, where there remain some 40,000 of his videos. Much of the content nevertheless concerned the banalities of everyday devout Muslim life, rather than incendiary calls for jihad or war with America. Shane said that for a few years al-Awlaki wavered about re-starting his life in the US. But after he was imprisoned in Sana’a and the US declined to intervene on his behalf, he began to get involved with al-Qaeda. Even while he was in Yemen, al-Awlaki’s path was not definite; he tried many different ventures, but he wanted to make his mark, according to Shane. Public diplomacy was something he excelled at.
It is from this point, as early as 2006 but certainly by 2008, that the US began noticing al-Awlaki’s presence in terrorism cases, in the searches suspects were making on line and the videos they were watching. After the case of the 2009 ‘Underwear Bomber’, Umar Farouk Abdulmutallab, who had gone to Yemen to find al-Awlaki and was guided by him in his attempt, Obama asked his lawyers to explore the legality of adding him to his ‘kill list’ with the objective of eliminating him with a drone strike. While propaganda alone wasn’t enough to take this step, in Abdulmutallab’s case, al-Awlaki had taken the role of an ‘operational’ terrorist, in connecting the bomber to the bomb-maker.
Al-Awlaki had become prominent and convincing for American Muslims. Shane argues he was effective in this role because of his duality: equally fluent in English and Arabic, equally at home in Yemen and the US. Having lived in the US as a Muslim, he understood the tensions that brought about and knew how to activate young American Muslims’ grievances. Like other transnational Islamists, al-Awlaki stressed the umma, the global community of believers, allegiance to which overrides allegiance to any country.
Riedel observed that al-Awlaki’s influence seems only to have grown since his death. In light of that, were there alternatives that could have been taken to deal with him as a threat? Shane thought so. He believes that Obama and his administration did not take the role of the internet into consideration, nor how death by drone would effectively turn al-Awlaki into a martyr, whose legacy would then become valued. There were other options – the FBI, in 2003, could have used its information on his sexual habits to get him to cooperate with them, or the US could have attempted a deal with al-Awlaki’s tribe to hand him over. The legal justification for using a drone centered on the claim that it would have been too dangerous, and near impossible, to enter Yemeni tribal lands to capture or kill him. Shane also pointed out that it was a political decision on Obama’s part, in order to represent himself as a decisive commander in chief who could protect Americans from external threats.
Al-Awlaki’s story highlights questions about US counterterrorism strategy and the projection of American power abroad. Questions from the audience focused on why the administration was reluctant to use information about al-Awlaki’s sexual habits to discredit him, as well as to provide information from several closed cases that Shane researched while writing this book. In Shane’s view, there is an option for the administration to amplify its soft power and create a counter-narrative to religious extremism through highlighting al-Awlaki’s moral hypocrisy. Though al-Awlaki’s videos remain in the public domain on the internet, the response shouldn’t necessarily be censorship, or removing the videos, but rather to counter bad speech with more speech.

Iran’s Fars News Agency asked me some good questions. Parts of the interview were included in this article, but parts were also cut, as one might expect. I am publishing here the full text, which I hope will find its way into print also in Iran:
Q: What is your opinion about Iran’s plan to resolve the Syria tension?
A: As I understand Iran’s “plan,” it involves 1) a ceasefire, 2) formation of a national unity government, 3) a rewritten constitution and 4) national elections. This is an outline many can accept, even if some might quarrel with the order.
But “the devil is in the details” we say in English:
1) How does the ceasefire come about? Who monitors and enforces it? What sanctions are there against those who violate it? What if some armed groups refuse to participate in it?
2) Who participates in the national unity government? Does Bashar al Assad step aside or remain as president? How is the security of opposition people participating in a national unity government ensured?
3) Who rewrites the constitution? Within what guidelines? How is a new constitution approved?
4) Who calls elections? Who supervises them? Who ensures a safe and secure environment for the campaign as well as the elections? Who counts the votes?
I suspect there will be many more differences over these questions than over the four-point “plan.”
Q: The UK recently announced that the conflict in Syria will not be resolved unless Russia and Iran use their influence on Syrian President Bashar al-Assad to help reach a political solution. What do these signals mean?
A: I’m not sure what the UK meant. It is certainly the consensus in Europe and the US that there is no political solution in Syria if Bashar al Assad insists on staying in power. His opposition won’t stop fighting as long as he is there. Iranian and Russian support enables him to remain. I see no sign that either Moscow or Tehran is prepared to risk losing their influence in a post-Assad Syria, which will surely resent the enormous support they have provided him.
Q: What are Turkey’s roles in Syria and the region? Do you confirm its policy in the Middle East?
A: Turkey has four main interests in Syria: it wants Bashar al Assad gone, it wants Kurds in Iraq and Syria to stop supporting the Kurdish rebellion in Turkey, it wants defeat of the Islamic State, and it wants Syrian refugees to return to Syria. The proposed “safe zone” in northern Syria and the Turkish attacks on the Kurds and Islamic State aim to achieve all four objectives, though success is still a long way off.
Q: We know that Turkey had zero foreign policy sometime and it had gains some achievements but today it has taken distance from that. What were and are their problems?
A: As noted above, it has problems with Bashar al Assad, with the Kurds, with the Islamic State and with refugees.
Q: Why is the west silent on Turkey’s support for Daesh?
A: The West has longed implored Turkey to close its border to Daesh fighters and supplies. They have tightened up a lot since ISIS attacked inside Turkey.
It is a figment of Tehran’s imagination that the West is silent. Or maybe a creation of Iran’s propagandists. One of the things most resented in the West is Iran’s implication that the West is not really opposed to Daesh. Nonsense is the polite word we use for that allegation.
Q: Has the US-led coalition succeeded against Daesh?
A: No, but it has had some successes, taking back about one-quarter of the territory Daesh once controlled, depriving it of some of its revenue and killing quite a few of its commanders.
That one-quarter is mostly Kurdish-populated territory. Taking back Sunni-populated territory, especially in Iraq, is proving far more difficult.
Q: How can Muslim countries across the region led by Iran stand against Daesh?
A: The Sunni Muslim countries of the region don’t want to be led by Iran. They are fighting Daesh, but as part of a Western-led Coalition. Iran is also fighting Daesh, but coordination is difficult so long as Iran fails to distinguish between Daesh and more moderate Syrian fighters. From the Western and I think Arab perspectives, it looks like Iran is fighting to defend Assad for sectarian reasons more than it is fighting Daesh.
Q: Let’s go to Iraq. How do you evaluate the ongoing Iran/ Iraq relation? What about the future?
A: Iran has supported Iraq’s response to Daesh quickly and effectively, fearing Daesh success in Iraq would mean trouble sooner or later also for Iran.
But it has used the opportunity in particular to support Shia militias (Hashd, Popular Mobilization Units). That is a mistake, because it exacerbates sectarian tensions in Iraq and increases the likelihood of a breakup of the Iraqi state that Tehran says it does not want.
It seems to me that a strong but non-threatening and unified Iraq is what Iran should be aiming for. I don’t see it doing that at present. Instead the IRGC is pursuing a less wise policy of arming and otherwise supporting sectarian forces that will make keeping the Iraqi state together very difficult.
Q: What is your opinion about latest Russia military developments and build up in some parts of Europe and the Arctic? I do not mean Ukraine at all.
A: The Russians have legitimate interests in the Arctic. But past experience suggests they will try to bite off more than they can chew. They are already overextended in Ukraine and the Middle East. Putin has strong domestic political support, but he lacks the money and military capacity to sustain his aggressive foreign policy.
Q: And thank you for your participating. Could you please explain about Iran/West relations after the deal?
A: I don’t see Iran/West relations much changed, except for the prospect of much greater trade and investment, especially between Europe and Iran, once sanctions are lifted. But Iranian authorities have reiterated their hostility to the United States, which always gets a lot of coverage here.
Washington doesn’t care much about that but wants Iran to stop threatening Israel’s existence and subverting Gulf neighbors through a highly sectarian policy of supporting Shia forces (sometimes political, sometimes military), especially in Syria, Iraq, Bahrain, Yemen, Lebanon and Kuwait. Iran and the US share an interest in defeating Daesh, but active cooperation on that requires that Iran stop subversion of American friends and allies in the region. As we know only too well, subversion breeds resentment, not influence.
